TJFACT is seeking to hire a well-qualified

Financial Manager

to join the

NCO NITRD

team in the

Washington, DC

area. This individual shall provide experienced and highly qualified staff to support the NCO NITRD Director and Deputy Director in the financial management of the office, including assisting in the development of the annual budget, tracking expenditures, and assisting with the preparation and execution of Interagency Fund Transfers and other documents associated with obtaining funding from participating agencies. Duties and Responsibilities

Work with the COR/Director/Deputy Director to gather comprehensive data on and analyze prior year expenditures and to assess current- and future-year requirements and associated budgetary implications. Assist the COR, Director(s) and Deputy Director(s) with the preparation of the draft NNCO and NCO NITRD budget and the presentation of the budget to the Subcommittee(s) as requested. Provide the Director(s) and Deputy Director(s) with monthly status reports outlining expenditures to date, by month and budget category, and projected expenditures for the remainder of the fiscal year, by month and budget category. In this report the contractor shall identify any issues related to potential spending overruns or underruns of budget categories. Prepare draft letters to agencies formally requesting the interagency transfer of funds and review with the Director(s), Deputy Director(s), and NSF financial staff. Finalize and deliver letters to the funding agencies and follow up with NSF to ensure that interagency transfer paperwork is received and completed, and that the correct accounts are set up within the NSF financial accounting system. Assist the COR/Director(s)/Deputy Director(s) with the review of all incoming bills to ensure that they are in compliance with the authorized contract budget and with all applicable Federal laws and regulations. Work with NSF and/or contractor financial staff as appropriate to ensure that all approved bills and invoices are paid in a timely manner. Required Skills and Experience

US Citizenship. Bachelor's degree in business or accounting Minimum of six (6) to ten (10) years of relevant experience. Knowledge of applicable Federal laws and regulations governing contract staff in a federal workplace, as well as of specific requirements of the contract. Exceptional organizational and interpersonal skills and exquisite attention to detail. Strong organizational skills as well as skills in planning, assigning, and completing on time complex tasks requiring teamwork. A record of successful financial experience working within a Federal Government environment. Knowledge of Government systems, including those required to process Interagency Fund Transfers. Demonstrated ability to work independently and in collaborative teams. Benefits
