Purpose and Scope The Project Manager will engage with and oversee coordination with third-party entities such as private developers, contractors, and city/state agencies, who contemplate construction activities in air-rights, on MBTA property or including MBTA facilities, adjacent to or in close proximity to existing MBTA property or facilities, and/or with the potential to foul or obstruct the operational Right-of-Way. The Project Manager helps guide the third-party entity and their projects through the MBTA-required design review, authorizations, construction oversight, and project close-out. The Project Manager reports to either a Director or Senior Director.

Principal Duties and Responsibilities Manage multiple TOD projects, simultaneously, providing coordination among third-party entities and internal MBTA departments that are expected to support these projects. Manage TOD projects in accordance with the following MBTA Manuals, policies, standards, and procedures, as appropriate: Transit-Oriented Development (TOD) Policies and Guidelines; Design/Construct Review for Projects within the MBTA’s Zone of Influence; Project Manager's Manual; Project Controls Manual; Quality Assurance Manual; Resident Engineer's Manual; Contract Administration Policies and Procedures; MBTA Guide to Access; MBTA Directives published on the MBTA Web Page or provided directly by the Authority. Coordinate project review of plans and specifications with other departments and entities, including Office of the Chief Engineer, Real Estate, System-wide Accessibility, Wayfinding, Engineering and Maintenance, Railroad Operations, and third-party commuter railroad operator (Keolis), as required. Coordinate project review of plans and specifications for projects on MBTA-owned land with the Office of Public Safety and Inspections (OPSI) for any permits required. Coordinate and manage internal MBTA departmental input on projects including Project Development Group (PDG) meetings. Manage construction oversight to ensure compliance with construction plans and specifications. Assist in implementing License and Force Account Agreements for MBTA design review and construction phase services. Manage Force Account; review and analyze monthly invoices for services provided by MBTA departments in support of each TOD project. Attend all necessary Right of Way (ROW) and Roadway Worker Protection (RWP) Trainings and be available to access the operational ROW for MBTA, Commuter Rail (Keolis), Amtrak, and CSX. Assist in proactively identifying and resolving potential project issues. Actively participate in project and team meetings. Supervise a professional staff including Resident Engineers, Field Inspectors, and Project Coordinators. Assist in the procurement and management of consultants, as required. Prepare staffing projections, cost estimates, and utilization schedules. Secure commitments from the MBTA Operating Departments concerning the availability of their resources. Organize and prioritize workload and be proactive in identifying project needs/requirements. Identify and organize project milestones, reporting and deliverables, KPIs, and deadlines. Raise issues to supervisors as appropriate. Prepare project-related correspondence, meeting minutes, reports, charts, and presentations utilizing Microsoft Word, Excel, and PowerPoint. Prepare for and make project presentations to elected officials, community groups, and others as required. Work independently in addressing complex tasks in a time-sensitive environment, seeking guidance as necessary. Contribute to TOD program initiatives, including creating and/or modifying of standard operating procedures, processes, and professional development. Working with the MBTA Project Team, maintain the complete project record. Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority's Customer Experience quality standard. Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week. Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees. Drive a company or personal vehicle to visit work sites and/or attend off-site meetings. Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Antiretaliation policies. Perform related duties and projects as assigned. Perform all other duties and projects that may be assigned.

Minimum Education A Bachelor's degree in Engineering, Construction Management, Architecture, Urban Planning, Public Administration, Business, or a related field from an accredited institution. Minimum Experience and Required Skills Five (5) years of experience in the management of public works projects (design and/or construction) One (1) year of supervisory or lead experience for up to five (5) staff. Strong project controls knowledge and ability to accurately evaluate consultant and contractor cost and schedule submissions. Working knowledge of Microsoft Word, Excel, Database, and PowerPoint applications. Effective professional written and verbal communication and interpersonal skills. Availability to work twenty-four (24) hours per day, seven (7) days per week. The ability to supervise and work effectively with a diverse workforce. Must possess a valid driver's license. Experience managing vertical construction projects, including building systems and vertical transportation elements. Familiarity with FTA, FRA, and MBTA rules and regulations regarding project delivery, environmental requirements, and permitting. Registered Professional Engineer, Registered Architect, Certified Construction Manager, and/or certified Project Management Professional. Substitutions A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement. An Associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitute for the Bachelor’s degree requirement. A Master’s degree in a related subject substitute for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience Job Conditions Must possess a valid driver's license.
