Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services. Harris County is the third largest and most diverse county in the nation, with a population of more than 4.7 million. Harris County Commissioners Court, the County’s governing body, directs a budget of more than $4 billion providing essential services including flood control, infrastructure, healthcare, housing, and justice administration. The Open Data Analyst will guide efforts to ensure data assets support Harris County's Open Data Policy. The individual will work to promote accessibility and availability of data to the public.
Job Duties
- Works with Harris County Departments to expand an open data program.
- Provides guidance on open data governance.
- Reviews and validates metadata associated with data assets.
- Responds to data inquiries.
- Adheres to strict security protocols to ensure the integrity and confidentiality of all data and information.
- Performs administrative duties as needed.
- May be assigned other duties as directed by a supervisor or senior staff member.

Education
- Bachelor's degree in Information Systems, Computer Science or related field.
Experience
- Five (5+) or more years' experience as an Open Data Analyst or related position.
Knowledge, Skills & Abilities
- Analytical and Critical Thinking
- Excellent written and oral communication skills
- Ability to interact with staff at all levels
- Strong knowledge of personal computers and various software, specifically Microsoft Office
Additional Experience Details
- Typically has five (5+) or more years’ experience in processing data including data collection, data entry, cleaning, transformation, integration, analysis, and visualization.
- Typically has five (5+) or more years’ experience using Snowflake, SQL Server, Azure SQL, or similar database.

- The position is not remote and requires three in-office days a week.
