Skilled manual labor in the performance of construction for the Public Works Department.

In the event of a natural or man-made disaster that may threaten the area, the employee may be required to perform emergency duties as directed.

Forms and pours concrete.

Performs concrete work including demolition, forming, grinding and finishing.

Performs excavation related to underground and site construction.

Reviews and evaluates rights of way and construction sites for safety hazards and prepares required records/reports.

Follows standard operating procedures, observes safety practices and reports potential safety hazards.

Inspects trucks, tools and equipment.

Ensures the maintenance of trucks, tools and equipment.

Builds forms for use in concrete construction.

Assists in placement and finishing of concrete.

Assists in installation and repair of pipes and underground structures.

Performs general cleanup before and after concrete forming and pouring, which may include trimming hedges and trees, cutting grass, repairing sprinkler systems.

Operates equipment and trucks used in construction and maintenance of rights of way, including front end loaders, dump trucks, trailers, tractors, and mowers.

Performs maintenance of traffic.

Assists other Public Works Divisions as assigned.

Follows safe working practices and procedures.

Records time and materials used on various projects.

Works with underground construction crews.

Works with sidewalk construction and repair crews.

Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of concrete construction and finishing.

Knowledge of underground and site construction.

Knowledge of hand and power tools and equipment used in maintenance and concrete work.

Knowledge of occupational hazards related to laboring work.

Ability to perform rough carpentry work.

Ability to learn methods of maintaining equipment and tools.

Ability to understand and follow oral and written instructions.

Ability to perform strenuous labor and lift up to 100 pounds under varying weather conditions.

Ability to establish and maintain effective working relationships with supervisors, other employees, and the public.

Graduation from high school or equivalent, with at least 1 year of underground and site construction experience.

Additional qualifying education or experience may be substituted on a year-for-year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a valid Florida Driver’s License.

Possession of a valid Florida CDL-B with a tank vehicle endorsement and no restrictions on air brakes is preferred at hire.

Must obtain CDL-B with tank vehicle endorsement and no restriction on air brakes within 90 days of hire.

PHYSICAL DEMANDS:

Must meet physical requirements to perform essential functions, with reasonable accommodations as needed.

Acceptable eyesight and hearing (with or without correction).

Ability to exert over 100 pounds of force occasionally, or 20-50 pounds frequently, or 10-20 pounds constantly.

Manual tasks, extended standing, occasional climbing, kneeling, sitting, pulling, frequent flagging, and constant walking, standing, lifting, and handling.

WORK ENVIRONMENT:

Primarily outdoors, with exposure to dust, odors, noise, burns, chemicals, slippery surfaces, wet conditions, vibrations, moving objects, irregular surfaces, heat, humidity, dirt, and mechanical hazards.

Includes routine exposure to high noise levels; hearing protection required.
