Overview

This vacancy is located in the Water Construction Division of the Gas and Water Department. The Water/Wastewater Construction series comprises four levels; incumbents participate in the repair and installation of water distribution and/or wastewater collection systems as trained and directed. Responsibilities may include operating power and hand tools to excavate lines; installing and maintaining water distribution and/or wastewater lines; inspecting and repairing infrastructure; recording activities; and filing paperwork.

NOTE: THREE DESCRIPTIONS ARE DISPLAYED BUT THE INCUMBENT WILL BE HIRED AT THE HIGHEST SKILL LEVEL MET BASED ON EDUCATION AND EXPERIENCE.

Responsibilities

  • Maintains, operates, and inspects the operation of collection systems and facilities, including locating, inspecting, maintaining, and repairing manholes, valves, and hydrants; plumbing and pipe fitting water and wastewater lines; cleaning and exercising valves and hydrants; and related duties.
  • Performs inspections of equipment and remote facilities and reports on failures or operating difficulties; stops and starts equipment as required for repair; cleans, lubricates, and performs routine maintenance of equipment and facilities.
  • Maintains records and logs of systems operation and maintenance activities.
  • Monitors and maintains inventory; ordering supplies and equipment as necessary.
  • Records utility locations using a GIS system.
  • Performs other duties of a similar nature or level.
  • Responds to a variety of customer complaints and inquiries.
  • May prioritize and assign work to lower level staff; monitor performance; train staff on work methods and procedures.
  • May provide work direction to lower levels as appropriate.

Qualifications

Training and Experience (positions in this class typically require): High School Diploma or equivalent (G.E.D.) and a combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Training and Experience (positions in this class typically require): High School Diploma or equivalent (G.E.D.), three years' experience in water distribution and/or wastewater collection system maintenance and construction; or, an equivalent combination of education, state certification, and experience sufficient to successfully perform essential duties of the job such as those listed above.

Training and Experience (positions in this class typically require): High School Diploma or equivalent (G.E.D.) and six years' experience in water distribution and/or wastewater collection system maintenance and construction. An equivalent combination of education, state certification, and experience sufficient to successfully perform the essential duties of the job such as those listed above will be considered in lieu of experience-only time requirements.

Licensing and Certifications

  • Driver's License; Must obtain a Class "A" Commercial Driver's License typically within the first 6 months of employment.
  • Class A Commercial Driver's License required for the position.
  • Position typically requires one of the following:
    • TN Grade 2 Water Distribution System Operator Certification
    • TN Grade 2 Wastewater Collection Systems Operator Certification
    • Three years of experience in water distribution/wastewater collection construction (in lieu of one Certification)
  • Position typically requires two of the following:
    • TN Grade 2 Water Distribution Systems Operator Certification
    • TN Grade 2 Wastewater Collection Systems Operator Certification
    • Three years of experience in water distribution/wastewater collection construction in lieu of each Certification (Six years total experience in lieu of any Certification).

Knowledge

  • Operation, maintenance, and repair of equipment and water/wastewater lines as assigned; water/wastewater treatment principles, methods, and practices; operation and maintenance of applicable power tools, equipment, and machinery; GIS equipment and systems; safe work methods; recordkeeping principles; computers and related software applications.

Skills

  • Recognizing unusual, inefficient, or dangerous operating conditions.
  • Maintaining records.
  • Communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc., sufficient to exchange information and receive work direction.
  • Performing routine maintenance on water/wastewater systems.
  • Performing routine inspections; reading and recording GIS information; using a computer and related software applications.

Physical Requirements

Positions typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.

Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Incumbents may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, gases, poor ventilation, chemicals, extreme temperatures, inadequate lighting, work space restrictions, and intense noises.
