Base pay range
$75,000.00/yr - $90,000.00/yr

Job Summary:
The Accountant will be responsible for performing a wide range of accounting duties for the Housing Authority in Long Branch, NJ, with a focus on managing financial records, processing transactions, managing payroll and benefits administration, and ensuring compliance with federal, state, and local regulations. This individual will play a key role in maintaining accurate financial statements, budget tracking, and providing support for audits and financial reporting processes.
Key Responsibilities:
- Prepare and maintain financial records, ensuring accuracy and compliance with Housing Authority regulations and guidelines.
- Monitor and reconcile accounts, including general ledger, accounts payable, and accounts receivable.
- Assist with the preparation of financial statements, monthly reports, and budget analyses.
- Prepare and process payroll and associated filings (e.g., taxes, benefits) in compliance with relevant laws.
- Maintain utility consumption reports for all the sites on a regular basis.
- Oversee the accurate processing of payroll, ensuring timely and compliant payments to employees.
- Maintain accurate records of payroll deductions, including taxes, benefits, and garnishments.
- Ensure compliance with federal and state wage and hour laws, including overtime, benefits, and vacation accruals.
- Handle payroll-related inquiries from staff and resolve any issues promptly.
- Assist in the development and management of the Housing Authority’s budget.
- Track spending to ensure compliance with budgetary constraints and funding sources.
- Provide regular reports on financial status and recommend cost-saving measures.
- Ensure compliance with local, state, and federal financial regulations, including public housing programs.
- Prepare and file reports related to HUD (U.S. Department of Housing and Urban Development) requirements and other government agencies.
- Assist in the preparation for audits and respond to audit inquiries.
- Post receipts, including tenant rents, maintenance charges, security deposits, repayment agreements, mobility payments, and management fees.
- Prepare, process, and maintain all billing records, repayment agreements.
- Prepare bi-monthly delinquency reports for Housing Managers.
- Reconcile bank accounts and prepare monthly financial reports.
- Review and ensure the accuracy of all transactions related to housing programs and grants.
- In concert with the Section 8 department, prepares and processes monthly Housing Assistance Payments for landlords.
- Maintain accurate documentation and records of all financial transactions.
- Communicate effectively with government agencies, auditors, and contractors as necessary.
Benefits Administration:
- Manage Open Enrollment for new Plan Year, including reminders to staff
- Approve changes to employees in NJ Benefits Hub portal and provide supporting documentation for dependents in portal
- Process Medicare Part B payments quarterly to 3 retirees
- Draft and manage incident reports for Workers Comp including gathering and sending reports to the WC contact
- Assist with the WC audit annually, including gathering requested documents
- Make 457 payment through Nationwide portal
- Manage Pension payments, Health Insurance Payments, and quarterly ROC through the MBOS portal
- Work closely with internal departments to provide financial information and assist with strategic planning
- Communicate with government agencies, auditors, and contractors as necessary
Required Qualifications:
- Education & Experience:
- Bachelor’s degree in Accounting, Finance, or a related field. MBA preferred.
- Minimum of 5 years of accounting experience, preferably within a Housing Authority or public housing setting.
- Strong knowledge of HUD regulations, public housing financing, and financial reporting standards.
- Skills & Abilities:
- Proficient in accounting software (e.g., QuickBooks, Excel) and financial management systems.
- Strong understanding of financial regulations and compliance requirements for Housing Authorities.
- Excellent analytical, organizational, and problem-solving skills.
- Detail-oriented with a high degree of accuracy in financial record-keeping.
- Strong communication skills, both written and verbal.
Preferred Qualifications:
- Experience with public sector financial reporting and budgeting.
- Knowledge of affordable housing programs and funding mechanisms.
- Familiarity with government grant management.
- Previous experience in a Housing Authority setting is preferred.
