Position holds a level of responsibility in organizing and carrying out general accounting and finance department functions. Completes various reports, including moderately complex spreadsheets and analyzes data on a monthly, quarterly and yearly basis. Questions relating to objectives and priority of work are discussed with the Director of Finance. All work is subject to verification by periodic independent and internal audits.

While performing the duties of this class, an employee uses written and oral communication skills; reads and interprets data, information and documents; analyzes and solves problems; uses math and mathematical reasoning; performs highly detailed work; deals with multiple concurrent tasks; and interacts with others encountered in the course of work, including frequent contact with customers and/or the public and dissatisfied/abusive individuals.

  • Prepare journal entries related to revenues, expenditures, expenses, assets, liabilities, and equity transactions in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) guidelines, and City policies
  • .Assist with Accounts Payable functions, including but not limited to processing invoices and issuing payments
  • Oversee audits of petty cash funds and assist with other internal audit activities
  • Support the annual budget process by collaborating with department staff and assisting in the financial management of capital projects, fixed assets, and operational expenditures
  • Organize all city bids/requests for service from beginning of process to end
  • Reconcile all city depositories and investment pool accounts
  • Run general ledger reports to reconcile payments received, interdepartmental deposits, and daily cashiering activity
  • Provide support on special projects and assist with month-end and year-end closing processes, financial reporting, grant filings, project accounting, and other general accounting duties as assigned
  • Cross-train with other Finance Department staff and provide backup coverage as needed
  • Assist the Finance Director and Assistant Finance Director with the maintenance and functionality of financial software modules
  • Assist with records management
  • Perform other related duties as assigned

Education & Experience

High School Diploma or GED required

Bachelor’s degree in accounting, finance, or related field is preferred

Municipal accounting experience or internal/external audit experience preferred

  • Any combination of relevant education, experience, and/or certification and licenses may qualify

Knowledge, Skills & Abilities

KNOWLEDGE OF:

  • Must have general knowledge and understanding of basic accounting principles, guidelines, standards and practices, financial analysis techniques, investment vehicles, terminology and procedures, bank and cash management procedures and budgetary policies and practices
  • Knowledge of invoicing and accounts payable procedures and Generally Accepted Accounting Principals (GAAP)
  • Mathematics and bookkeeping as applied to municipal accounting
  • Basic principles and procedures of record keeping

  • Prepare and maintain accurate financial and statistical records.
  • Interpret, explain and adhere to department policies and procedures.
  • Apply Federal, State and local policies, laws, and regulations.
  • Communicate clearly and concisely, both orally and in writing.

Working Conditions & Physical Requirements

While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk and hear; use hands to handle, feel or operate objects, tools or controls; reach with hands and arms; and perform repetitive movements of hands or wrists. Specific vision abilities required for this job include close vision and the ability to adjust focus.

The employee works in an office environment where the noise level is usually quiet. Certain positions within the classification may require availability to work flexible schedule.
