Human Resources Administrative Assistant
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
Under general supervision, reports to the Human Resources Administrative Supervisor; performs human resources work of moderate difficulty with onboarding, record-keeping, file maintenance and administrative activities within Human Resources; this position has countywide responsibility.
Nature of Work: Prepares, completes and enters employee status change information into enterprise resources planning (ERP) software system; processes personnel actions, I'9's, new hires, promotions, performance evaluations and separations; assists the Recruitment division with New Hire on-boarding, verification, scheduling and preparation of ID Cards; verifies I-9 documentation and maintains I-9 file; may assist Recruitment division with the evaluation of employment applications to determine qualifications of applicants for job classifications and screening; supports Human Resources staff in compiling and researching data for various personnel and special projects; prepares correspondence for signature or review; develops or assists in the development of Standard Operating Procedures (SOP), forms, hand-outs, policies and procedures; ensures compliance with county rules and regulations, state and federal laws; researches and compiles information; verifies accuracy and completeness of performance evaluations; tracks performance evaluations across the departments/offices to ensure completion; updates evaluation databases/logs to reflect updates in salary and status; creates, prepares or extracts reports from ERP software system; receives and completes employment verifications; assists in the production of public record requests; redacts appropriate personal information; verifies completeness of record requested; responsible for collecting, analyzing and verifying salary data to ensure accuracy; processes requisitions in ERP software system for the Human Resources department and accounts payable in a timely manner; enters timesheets into the ERP software system for HR; researches, complies, and provides information to other entities regarding compensation surveys; performs periodic audits of HR files and records to ensure that all required documents are collected, scanned and filed appropriately; answers and transfers phone calls; makes photocopies, scans and emails documents; and performs other clerical functions; retrieves information as requested from records, email, minutes, and other related documents; responds to and resolves inquiries from departments and/or offices regarding (i.e. new hires, PAF's, change of address, etc.) assists with coordinating and scheduling travel for staff; assists with the preparation of human resource reports such as attendance, new hire, and turnover reports; assists with the submission of work orders on behalf of the human resource department; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education: Associate's degree in business, Public Administration, or related field; AND three years of progressive work experience in Human Resources preferably in public sector; OR an equivalent combination of education and experience; requires successful completion of a background check.
Knowledge, Skills and Abilities: Knowledge of: County policies and procedures; general office practices and procedures; principles and practices of public sector human resources management; employee actions such as changes in employment, hiring, performance evaluations, unemployment claims, workers' compensation claims and benefit plans; state and federal labor laws and regulations; recruitment methods and techniques; County personnel rules and regulations; payroll principles practices and reports, including Accounts Payable. Skill in: Using computer software, computers, and other office machines; analyzing problems and situations to identify appropriate solutions; planning and organizing work effectively and efficiently; researching information regarding employees and employment material; composing correspondence and reports; maintaining confidentiality of personnel material; using discretion for imparting information; maintaining effective working relationships with employees, other agencies and the public. Ability to: Read, to write and synthesize data and reports; use modern office equipment and computers; communicate effectively verbally and written; lift at least 5 to 10 lbs; establish and maintain effective working relationship with co-workers; perform the essential functions of the job specifications with or without a reasonable accommodation. Working Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.
