Responsibilities
- Performs professional duties that proactively enhance an effective human resources program. Areas of responsibility include recruitment/selection, performance management guidance, employee relations, presenting at universities and other job fairs, and other Human Resources duties as assigned.
- Recruits and assists with the staffing of professional and support staff.
- Makes recommendations regarding staffing and professional development needs assessments.
- Works closely with the assigned client group and leadership to strategize staffing recommendations.
- Provides guidance and coaching to supervisors regarding employee issues or concerns; serves as mediator and facilitator for employees.
- Assists with and participates in job fairs as well as other employee career opportunities as assigned.
- Builds relationships with prospective candidates and university partners; engages in public speaking opportunities to promote the school division.
- Assists with coordination of new employee/teacher/substitute orientations and staffing for summer programs; may secure long term substitutes with school administration for assigned areas of recruitment.
- Conducts stay and exit conferences and prepares analysis related to turnover/retention of employee groups; investigates complaints made by or involving employees.
- Coordinates HR employee communication activities; plans, coordinates, and conducts HR events for licensed and support staff.
- Assists with planning of various HCPS Employee awards and recognition events.
- May supervise departmental support staff; communicates professionally in written and verbal form; assists with other assigned tasks related to instructional and support staff as directed by the Assistant Superintendent and Director of Human Resources; performs related work as required.
Qualifications
Knowledge, Skills and Abilities: Ability to work and communicate effectively with HR staff, supervisors throughout the school division, and applicants. Ability to research and recommend program modifications. Ability to counsel employees on employment-related issues. Ability to represent the school division professionally. Extensive knowledge of legal and effective HR practices regarding recruitment, interviewing and selection practices; knowledge of employment compliance regulations. Comprehensive knowledge of the principles and practices of all areas of human resource management; current federal/state regulations related to employment (EEOC, ADA, FLSA, etc.); ability to understand and interpret related school board policies and procedures; strong business English and spelling; ability to establish harmonious working relationships, work under pressure, organize and perform work independently, and resolve conflicts that may be confidential or sensitive. Computer proficiency with MS Office and in-depth understanding of sourcing tools and social media recruiting.
Education and Experience: Required: Bachelor\'s Degree in education, human resources or relevant field. Minimum of five years of successful experience in human resources and/or in education. Valid VA Driver\'s License. Requires professional-level and progressively responsible human resources experience. An equivalent combination of education and experience may be accepted. Preferred: Master\'s Degree. Current PHR/SHRM and/or pHCLE certification. Administrative/Supervisory experience. Knowledge and experience in K-12 public education.

Immediate Supervisor: Director of Human Resources • Location: Central Office • Work Schedule: 12M - 8 Hrs. • Pay Grade: 18 • Salary Scale: Uniform • FLSA Status: Exempt • Special Requirements/Direct/Indirect Reports: May supervise direct reports.
Physical Requirements
Must have the use of sensory skills to effectively communicate via computer, telephone, and other means. Occasional travel to job fair sites; may require some lifting, climbing, stooping, bending, standing, walking, and occasional overnight travel. Attendance at meetings outside normal hours is often required.
