Introduction

The City of New Haven is seeking a dedicated and detail-oriented Human Resources Associate to join the Department of Human Resources. This position provides executive-level administrative and confidential support, serving as the first point of contact for employees, candidates, and the public on a wide range of HR matters.

As a key member of the HR team, the Human Resources Associate ensures the smooth delivery of services by supporting recruitment and onboarding, managing civil service processes, assisting employees with benefits and workplace concerns, and coordinating departmental operations. The role also contributes to special projects, programs, and events that advance the City’s commitment to a professional, inclusive, and responsive workplace.

Primary Functions

The Human Resources Associate plays a pivotal role in providing advanced administrative and confidential support to the Human Resources department. Operating at an executive level, this position is the first point of contact for confidential matters, playing a key role in maintaining discretion, efficiency, and professionalism. This role significantly contributes to the seamless operation of the HR department.

Reports to Executive Administrative Assistant for Human Resources or designee. May supervise interns.

Typical Duties And Responsibilities

Frontline Customer Service and Support

  • Serves as the initial point of contact for the public and employees, providing a professional and welcoming experience.
  • Manages confidential inquiries related to sensitive issues such as workplace violence complaints, sexual harassment, leave of absence requests, and employee benefits.
  • Handles sensitive phone calls, correspondence, and inquiries promptly, efficiency, and with discretion.

Employee and Departmental Support

  • Provides guidance to employees and visitors on City policies, procedures, job postings, and available HR services.
  • Supports recruitment and hiring by coordinating interviews, scheduling meetings, assisting with job announcements, and preparing related documentation.
  • Assists with onboarding processes by processing employee data, maintaining digital records, and organizing personnel files.
  • Monitors probationary period milestones, ensuring timely communication with department heads regarding performance benchmarks, required evaluations, and status updates.
  • Assists in scheduling and monitoring pre-employment requirements, including drug testing and physical exams, through coordination with candidates and vendors.

Civil Service And HR Administrative Functions

  • Prepares reports, correspondence, and documentation related to Civil Service examinations, results, and processes.
  • Acts as liaison to Civil Service Board Commissioners by scheduling meetings, preparing agendas, and maintaining official minutes.
  • Receives, sorts, and distributes incoming mail, packages, and deliveries for the Department.
  • Monitors designated departmental email inboxes; reviews, prioritizes, forwards, and corresponds as needed.
  • Manages general administrative operations including invoice processing, supply procurement, facility related service requests, and IT ticket submissions.

Programs, Projects, and Events

  • Supports and coordinates the City’s internship program, including application review, placement, and onboarding.
  • Contributes to the planning, coordination, and execution of special HR projects, trainings, and events.
  • Drafts, prepares, and distributes executive HR documents, which may include job postings, benefits materials, training content, and employee communications.

  • Maintains strict confidentiality and discretion in all HR and employee-related matters.
  • Promotes an inclusive and respectful workplace through strong interpersonal and communication skills.
  • Addresses and resolves minor conflicts or misunderstandings in a professional and timely manner.

Education, Qualifications & Experience

Associate’s degree with major course work in Human Resources, Business Administration, Finance, Accounting, Public Administration, or related course work would be valuable. A minimum of 2 to 3 years of proven administrative, clerical, or customer service experience in an office environment. In lieu of college degree, an additional 3 years of experience in a related field may be substituted. Prior experience in HR, benefits administration, or public sector operations highly desirable.

Knowledge, Experience, Skills & Abilities

  • Familiarity with HR concepts, terminology, and practices, such as employee relations, recruitment, onboarding, and benefits administration.
  • Extensive experience using Microsoft Word, Excel, and Outlook at an advanced level to create complex reports and documents, spreadsheets, communications, and streamline workflows, as well as oversee scheduling and calendar management.
  • Familiarity with HRIS software, electronic record-keeping systems, and document management software, with the ability to quickly learn, adapt to, and implement new technologies and programs as needed.
  • Experience using remote meeting and collaboration platforms (e.g. Zoom, Microsoft Teams), with the ability to schedule, host, and support virtual meetings.
  • Exceptional verbal and written communication skills, with the ability to handle sensitive matters tactfully.
  • Experience in preparing accurate meeting minutes, board correspondence, and related official documentation.
  • Demonstrated ability to analyze situations, identify potential issues, and propose effective solutions in a confidential and professional manner.
  • High attention to detail with proven ability to manage multiple priorities under pressure.
  • Ability to adapt to changing priorities and a dynamic work environment, maintaining a high level of accuracy and professionalism.
  • Exceptional interpersonal skills, with an emphasis on handling confidential matters with professionalism and care.
  • Demonstrated history of maintaining the highest standards of discretion, integrity, and professionalism in the management of sensitive information.
  • Skill in addressing and resolving minor conflicts or misunderstandings that may arise in the course of interactions with employees, the public, or other stakeholders.
  • Spanish / English bilingual helpful.

Work location is the Department of Human Resources, 200 Orange Street, 1st floor. Teleworking / remote work is not available for this role.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "General Fund," tested position.

This position covered by the Executive Management & Confidential Employee Policy, available to review HERE.

Hires into this class shall not be covered by the City pension but shall continue to be covered by Social Security; additionally, employee will contribute 7.5% of base pay into a defined contribution plan.

The City of New Haven does not sponsor employment visas. All applicants must have current authorization to work in the U.S. without employer-sponsored visa support.

Employment is contingent upon the successful completion of: (1) an pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy**, and (3) a 90-day probationary period.
