Americaribe, a member of the Bouygues Group, a leading global general contractor, is hiring a HR Manager to manage a large construction project in St. Thomas, USVI. The project focuses on a comprehensive school bundle that includes new construction, modernization, and expansion of five school campuses and one administration building on St. Thomas. The goal is to create resilient, future-ready educational environments that meet evolving needs of students and communities.
Overview
The HR Manager will lead all human resources activities for the USVI Project during Construction phase, acting as the primary on-site HR representative. This role will oversee recruitment, relocation, onboarding, employee relations, and compliance, ensuring alignment with HQ policies while adapting processes to the local market. The HR Manager will play a key role in creating a positive employee experience for both transferred employees and new local hires, while serving as a trusted liaison with local authorities and community stakeholders. This position is based in St. Thomas, USVI.
Responsibilities
- Recruitment Strategy & Oversight: Develop and implement recruitment strategies for both local and Puerto Rico markets. Liaise with recruitment agencies and leverage personal/professional networks to source talent. Oversee job postings, candidate screening, interviews, and selection.
- Employee Relations: Serve as the primary point of contact for employee relations matters. Manage conflict resolution, disciplinary actions, and retention initiatives. Promote a positive workplace culture in line with the JV's values and policies. Ensure compliance with all local labor laws, employment regulations, and company policies. Represent the company in discussions with local authorities, community organizations, and other stakeholders.
- Relocation & Onboarding: Oversee relocation logistics, including housing arrangements and coordination with real estate agents. Ensure smooth onboarding for new hires, including documentation, system setup (e.g., ADP), and guidance on local administrative processes (Social Security, driver's license, bank accounts).
- Coordination with HQ: Align local HR activities with HQ directives and frameworks (benefits, payroll, performance reviews, etc.). Prepare regular HR reports for HQ and project leadership.
Qualifications
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Minimum 7 years of progressive HR experience, including at least 3 years in a managerial role.
- Strong knowledge of USVI or Puerto Rico labor market and employment practices.
- Proven experience in high-volume recruitment and employee relations.
- Excellent communication, negotiation, and stakeholder management skills.
