Overview
Business Analyst role at HumRRO (Human Resources Research Organization). This role supports DoD software development projects across Monterey, CA (Preferred), Alexandria, VA, and San Diego, CA. The position combines business analysis (75%) with Scrum Master responsibilities (25%) to bridge business requirements and technical implementation while facilitating Agile development processes. You will translate client requirements into actionable development tasks while ensuring compliance with DoD security standards within a matrix organizational structure.
Responsibilities
- Business Analysis Responsibilities (75%): Gather, analyze, and document business requirements from DoD clients and stakeholders; translate requirements into detailed user stories, functional specifications, and acceptance criteria; create and maintain requirements traceability matrices and technical documentation for DoD compliance; convert requirements into Jira tickets with clear acceptance criteria, priority levels, and effort estimates; support release planning through requirements analysis, scope management, and impact assessment; collaborate with development and QA teams across multiple locations to ensure accurate implementation; validate deliverables against requirements and ensure compliance with DoD security standards (NIST, RMF, DoD CC SRG); support change management processes and conduct impact analysis for requirement modifications; maintain requirements repositories and knowledge management systems using SharePoint and Confluence; create process flow diagrams, wireframes, and system specifications using Visio and modeling tools.
- Scrum Master Responsibilities (25%): Facilitate Scrum ceremonies including daily standups, sprint planning, sprint reviews, and retrospectives; remove impediments and optimize team performance using Agile best practices; coach team members on Agile principles and Scrum framework implementation; support continuous improvement initiatives and process optimization; coordinate with geographically distributed teams and stakeholders across time zones; work effectively in a matrix organization supporting multiple concurrent DoD projects and program offices; present requirements analysis and sprint progress to DoD clients and program management; support proposal development activities including technical scoping and effort estimation.
Requirements
- US Citizenship with ability to obtain T3 Public Trust clearance
- On-site work at one of our locations: Alexandria, VA; Monterey, CA; San Diego, CA; Louisville, KY; or Minneapolis, MN (up to 2 days remote after probation period)
- Bachelor's degree in Information Systems, Computer Science, or related field
- 3-5 years of experience in business analysis and requirements management
- Experience supporting DoD contracts and familiarity with government projects
- Proficiency with Jira for ticket management, workflow configuration, and reporting
- Experience with MS Office Suite, SharePoint, Visio, and requirements management tools
- Knowledge of software development lifecycle and Agile/Scrum methodologies
- Understanding of cloud architecture (AWS/Azure), IT systems, and DoD security compliance frameworks
- Strong team player with excellent collaboration skills in matrix organizational structures
- Strong analytical and communication skills with ability to work with technical and non-technical stakeholders
- Ability to manage multiple projects simultaneously and adapt to changing requirements
- Experience working with geographically distributed teams
Preferred
- PMP, CBAP, or Certified Scrum Master (CSM) certification
- Experience with DoD security standards (NIST, RMF, FedRAMP, DoD CC SRG)
- Knowledge of testing processes and QA methodologies
- Familiarity with AWS GovCloud and DevSecOps practices
- Experience with federal testing and assessment systems
- Understanding of containerization and CI/CD pipeline requirements
The anticipated salary for this role is $93,000 to $115,000. Specific salary offers are based on candidate qualifications and experience.
