Duncan Solutions, LLC, a subsidiary of Business Processing Solutions, LLC, is a full-service transportation management company and a leading provider of parking and tolling management solutions. We support municipal and commercial clients with citation processing, debt collection, DMV registered owner identification, back-office transaction processing, image review, customer service center and customer experience (CX) operations, and integrated on-street parking management services.

Monday-Friday 8:00 AM 5:00 PM


POSITION SUMMARY

Duncan is seeking a detail-oriented and analytical IT Business Analyst to join our dynamic team. This role is pivotal in bridging the gap between our business stakeholders and our technology solutions, with a specific focus on our proprietary software suite for parking & tolling authorities and municipalities. The ideal candidate will be responsible for analyzing business processes, gathering requirements, and ensuring that our software is configured and tested to meet the unique operational needs of our clients in the transportation management industry.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Requirements Elicitation & Analysis: Collaborate with clients (parking authorities, city officials) and internal stakeholders to elicit, analyze, and document business and functional requirements for software implementation and enhancement projects.
  • Solution Configuration: Become a subject matter expert on our parking management application suite. Configure system settings, workflows, business rules, and user permissions to align with specific client operational needs and local ordinances.
  • System Testing & Quality Assurance: Develop and execute comprehensive test plans, test cases, and test scripts to validate system functionality. Lead User Acceptance Testing (UAT) sessions with clients to ensure the configured solution meets their requirements and is ready for production.
  • Gap Analysis: Analyze client requirements against the capabilities of the core application to identify gaps, potential customizations, or necessary process changes.
  • Documentation: Create and maintain clear, concise documentation, including business requirement documents (BRDs), functional specifications, process flow diagrams, user guides, and training materials.
  • Stakeholder Communication: Serve as the primary liaison between business users and the technical development team, effectively translating business needs into technical specifications and communicating technical concepts to non-technical audiences.
  • Project Support: Assist project managers in defining project scope, objectives, and deliverables. Provide ongoing support to clients and internal teams throughout the implementation process and post-go-live.


EDUCATION / EXPERIENCE / SKILLS

  • High School Diploma or GED from an accredited institution required
  • Bachelors degree in Information Technology, Business Administration, or a related field is preferred.
  • 2+ years of experience as a Business Analyst, Systems Analyst, or in a similar role, preferably in a software implementation environment.
  • Demonstrated experience in application configuration and hands-on system testing (QA, UAT).
  • Exceptional analytical and problem-solving skills with the ability to translate complex business problems into actionable technology solutions.
  • Excellent written and verbal communication skills, with a proven ability to effectively communicate with both technical and non-technical stakeholders.
  • Proficiency in creating process flow diagrams, use cases, and detailed requirements documentation.
  • Self-motivated with the ability to manage multiple tasks and projects simultaneously in a fast-paced environment.
  • Certification in Business Analysis (e.g., CBAP, CCBA) is desirable.

Standard Office Environment, involving computer work, paperwork, and meetings.

Ability to walk/drive between client site locations for on-site support and meetings.
