Job Description: The Business Analyst 5 position will work as a contract resource for the client – Department of Technology, Management and Budget (DTMB) supporting the Department of Health and Human Services (DHHS) for the Michigan Accounts Receivable and Collections (MiARC) Project. The resource will act as a business analyst, with duties including serving as a liaison between the MDHHS business partner and development teams, gathering requirements from the business users, facilitating meetings, writing user stories, and developing required project documentation deliverables.

Must Have

• 8+ years of experience gathering requirements from users; identifying impacted business processes; assessing business needs; identifying IT solution integration; GAP analysis; SWOT analysis
• 6+ years of experience designing technical and business requirement documentation including wireframes or screen mockups, context diagrams, benefits realization, business process models, workflow diagrams, and traceability matrix
• 4+ years of experience with Agile methodology / SCRUM processes and ceremonies including Daily Scrum, Sprint Planning, Backlog Grooming, Sprint Reviews, and Sprint Retrospective
• 3+ years of experience working with Azure DevOps backlog management, Kanban board, Sprint board, etc.
• 5+ years of experience eliciting and decomposing requirements into user stories and acceptance criteria
• 4+ years of experience working as a business analyst on financial systems
• Experience writing test plans and use cases
• Working knowledge of Systems Engineering Methodology (SEM) and Project Management Methodology (PMM)
• Senior level understanding of the secure application development lifecycle (SADLC)
• Excellent written and verbal communication skills

Preferred

• Prior experience working with State or Federal government
