Job Description: The Business Analyst 5 position will work as a contract resource for our Department of Technology, Management and Budget (DTMB) supporting the Department of Health and Human Services (DHHS) for the Michigan Accounts Receivable and Collections (MiARC) Project. The resource will act as a business analyst, with duties including serving as a liaison between the MDHHS business partner and development teams, gathering requirements from the business users, facilitating meetings, writing user stories, and developing required project documentation deliverables.

  • Gather requirements from business users; facilitate meetings; write user stories; and develop required project documentation deliverables.

Top Skills & Experience

  • Must Have:
    • 8+ years of experience gathering requirements from users, including:
      • identifying impacted business processes
      • assessing business needs
      • identifying IT solution integration
      • GAP analysis
      • SWOT analysis
  • 6+ years of experience designing technical and business requirement documentation including:
    • wireframes or screen mockups
    • context diagrams
    • benefits realization
    • business process models
    • workflow diagrams
    • traceability matrix
  • 4+ years of experience with Agile methodology / SCRUM processes and ceremonies including:
    • Daily Scrum
    • Sprint Planning
    • Backlog Grooming
    • Sprint Reviews
    • Sprint Retrospective
  • 3+ years of experience working with Azure DevOps backlog management, Kanban board, Sprint board, etc.
  • 5+ years of experience eliciting and decomposing requirements into user stories and acceptance criteria.
  • 4+ years of experience working as a business analyst on financial systems.
  • Experience writing test plans and use cases.
  • Working knowledge of Systems Engineering Methodology (SEM) and Project Management Methodology (PMM)
  • Senior level understanding of the secure application development lifecycle (SADLC)
  • Excellent written and verbal communication skills.

Preferred

  • Prior experience working with State or Federal government.
