About Planning and Economic Development From its earliest days, the City of Rancho Cucamonga was dubbed the "City with a Plan," and over the past forty years, we have been creating a World Class Community. In late 2021, the City adopted an updated General Plan which clarified the vision for the City’s next chapter and an idea that has been simmering for over a decade: that the city can grow, providing new housing and economic opportunities and position itself for the next generation economy, while maintaining, or even improving, its wonderful single-family neighborhoods by focusing new growth onto key corridors and into key nodes.

The Planning and Economic Development (PED) Department plays a critical role in achieving the City Council's goals and objectives relative to land use, urban design, and the quality and sustainability of the built environment. The department focuses on development that enhances economic value and opportunities for prosperity and quality of life for all. We work with residents, business owners, and elected officials to build a consensus on how to develop the city on a human scale going forward, both short-term and long-term. PED is also focused on improving the business environment in Rancho Cucamonga, aiding with business location questions, permit processing issues, real estate acquisition or other types of business assistance. The PED team administers the City’s General Plan and Development Code, which are the key documents that guide physical development (what can go where and under what conditions) in the city. Additionally, the Department focuses on creating opportunities for wealth through which community benefits are realized. Development for people first and building a quality place attracts and retains residents, visitors, businesses, and talent. There is currently one vacant position for a Principal Planner. Senior Planner Salary: $6,714 - $9,056

Principal Planner Reporting to the Deputy Director of Planning, the Principal Planner is responsible for overseeing the day-to-day operations of the Planning Division. The Principal Planner will be involved with making land use decisions and interpretations related to the General Plan and Development Code and other long-range planning documents, establishing a clear direction and implementation process. They will be responsible for managing staff workloads, training and evaluating staff work performance and establishing professional development plans, and function as a planning liaison to our Design Review and Trails Committees. The Principal Planner will make and supervise the presentation of reports and studies to decision-making bodies. In addition, they will lead the development and management of a world-class Community Development customer service team with our partners in Building & Safety and Engineering. The Principal Planner is also part of the Department’s leadership team, helping to inform and guide Department's strategic goals and decisions.

Senior Planner Reporting to the Principal Planner, the Senior Planner manages highly complex planning entitlements, environmental analysis, and long-range planning projects. Senior Planners provide a mentorship role for planning staff, possess excellent verbal and written communication skills, effectively resolve problems and produce the highest quality work.

Handling complicated or sensitive development inquiries and providing guidance consistent with the General Plan goals and policies. Mentor assigned staff to ensure their success. Developing creative solutions to the most complex planning and land use problems. Staying current on zoning and environmental regulations and other legal issues. Participating in the development of goals and work plans for the department. Processing the most complex or controversial development projects or initiatives. DEPARTMENT PERKS

Education and/or Experience: Graduation from an accredited college with a Bachelor's degree in Public Administration, Planning, Urban Design, Architecture, Business Administration or a related field and five years of increasingly responsible professional experience in local general-purpose government planning, including or supplemented by two years of supervisory experience or any combination of training and experience that provides the desired knowledge and abilities. A Master's degree in Public Administration, Planning, Business Administration or a related field is desirable. Knowledge, Skills and Abilities: Knowledge of the theories, principles, goals, objectives, procedures, practices, laws and trends in the field of planning; methods, plans, systems, forms, maps and tools common to a planner's work, and sources of information and agencies that may be utilized in conducting research and addressing planning matters; office management; principles of supervision. Ability to deal effectively with developers, property owners, architects, engineers and the general public; schedule work, set priorities and monitor work progress; interpret and apply provisions of codes, regulations, statutes and ordinances relevant to City planning activities, and make verbal and written presentations to individuals and groups; work cooperatively with others; keep current in the field of planning; analyze issues and draw logical, supportable conclusions.
