TWC is the state's lead agency for the federal Child Care & Development Block Grant and administers the Child Care & Development Fund (CCDF) in partnership with local Workforce Development Boards and the Health & Human Services Commission's Child Care Regulation Division. The CC&EL Grants & Contracts team develops and oversees CCDF-funded projects awarded to outside entities, such as statewide initiatives to improve the quality of early care and education in the state, data collection and research efforts, and pilot programs to test new strategies.

WHAT YOU WILL DO: The Child Care Grants & Contracts Specialist II-IV performs complex to advanced (senior-level) contract management work. Work involves developing and evaluating a broad range of grants and contracts. Work involves performing grant/contract administration for highly complex and high-dollar contracts by developing and overseeing grants/contracts. May provide guidance/supervise the work of others. Works under general to minimal supervision, with moderate to considerable latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO: - Manage and oversee grant/contract performance by reviewing program/performance data, fiscal data, and vendor/grantee reports for reasonableness and compliance with terms of contract and policies. - Evaluate expenditure data and makes projections to ensure appropriate use of funds. - Document grantee and contractor performance, compiles information, and develops and presents reports to staff and management on the status of projects. - Maintain relevant knowledge related to state and agency procurement and grant/contract administration rules and guidelines. - Coordinate and/or oversee coordination with interagency partners to jointly develop interagency agreements (IACs) and statements of work for TWC-funded activities carried out by other state agencies. - Facilitate negotiation of contracts, contract renewals, and amendments. - Collaborate with CC&EL staff, the Office of General Counsel (OGC), Business Operations' Procurement & Contract Services (PCS) department, and other internal teams to establish and maintain project timelines and to evaluate compliance with contract terms and conditions. - Write and edit grant/contract documents by describing services to be rendered/provided, creating evaluation criteria for proposal, and establishing deliverables and reporting requirements. - Assists in the planning, development, and implementation of solicitations. - Work closely with Subject Matter Experts on the CC&EL Quality Initiatives team and Program Policy team to develop high-quality solicitations, grants, and contracts. - Provide guidance to CC&EL staff regarding procurement, policies procedures, and best practices. - Perform other duties as assigned.
YOU QUALIFY WITH: -Contract Specialist II: Two years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers. -Contract Specialist III: Three years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers. -Contract Specialist IV: Four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers. -All Levels: Relevant academic credits may be applied toward experience qualifications for this position.
YOU ARE A GREAT FIT WITH: - At least 5 years of experience in development, management, or evaluation of grants or contracts for complex or high-dollar projects. - Knowledge of state of Texas procurement and contract management requirements, regulations, and best practices; of negotiating contracts; of developing contracts; of business administration and accounting principles and practices; and of policies and procedures of contract management. - Excellent communication skills, including ability to collaboratively develop clear and concise IAC/RFA/RFP requirements. - Detail-oriented with strong organizational skills. - Certified Texas Contract Manager (CTCM) - prefer currently certified; if not certified must be willing to complete certification upon hire. - Knowledge or experience with programs and projects related to child care or early education.
