State Victim Service Grant Administrator
( Program and Policy Analyst-Advanced) to serve in a project position funded through June 30, 2027. Project positions are a great opportunity to gain experience within state service and work with victim service providers statewide.

Position Summary
Under the general supervision of the Director of Grant Programs, this project position engages in strategic, data-driven program planning and provides programmatic oversight to a statewide victim service grant program. This position serves as the primary interpreter of program guidelines, related state legislation, and statewide data related to the provision of victim services. As such, this project position provides professional analyses, guidance, and programmatic recommendations in addition to grant program management and evaluation.
The responsibilities of this project position include, but are not limited to, supporting grant recipients with programmatic and budget development and reporting; conducting site visits, monitoring activities, and program evaluations in accordance with DOJ guidelines; preparing funding announcements and contracts; reviewing and assessing grant budgets and modifications; assessing and analyzing the needs of crime victim-serving programs; preparing data-driven reports and recommendations; and providing technical assistance to grant-funded victim service agencies.
In addition to this victim service grant program, OCVS administers state and federal grants that support the provision of services to crime victims in Wisconsin, including Victims of Crime Act (VOCA), Sexual Assault Victim Services (SAVS), Violence Against Women Act (VAWA), and Children's Justice Act (CJA).

Salary Information
The
State Victim Service Grant Administrator (
Program and Policy Analyst-Advanced) project position is in pay schedule 07 and pay range 03. The starting pay will be between $39.00 and $45.67/hour, depending upon qualifications. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan effective at the time of hire.
Job Details
Based on current funding, this project position is expected to end June 30, 2027 , with the possibility of extension. As a project employee, you will continue to receive all rights and privileges afforded to original probationary employees by state law, with the exception of tenure, transfer, reinstatement and layoff benefits.
This position may be eligible to work remotely as part of a hybrid schedule following an initial training period, including reporting on multiple consecutive workdays to the assigned headquarters as needed. Travel to the headquarters is not eligible for travel reimbursement. High speed internet access is required to meet the needs of remote work.
Occasional in-state travel will be required. Must be eligible to drive when required for travel.
The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.
A background check, including fingerprints, will be completed on applicants prior to selection.
Qualifications
Minimally qualified
applicants must have education, training and/or experience in the following:
Administering a direct victim service program and/or providing direct victim services. Administering and managing federal and/or state grant(s). Planning strategic programs, including but not limited to, implementing needs assessments or surveys; developing policies or guidelines; collecting and analyzing qualitative or quantitative data; and/or evaluating program outcomes. Drafting program reports, funding announcements, program guidelines, and/or grant applications. In addition to the minimum qualifications, a
well-qualified
applicant will have a combination of the following:
Experience building and maintaining relationships with victim service stakeholders, including, but not limited to, community-based victim service providers, criminal justice system-based victim service providers, victim service coalitions, and other funders of services to crime victims. Experience utilizing an electronic grants management system. Experience developing a strategic plan to utilize state funds and implement a statewide grant program. Experience applying Generally Accepted Accounting Principles (GAAP).
