Work is performed under the general direction of the City Clerk and receives only general administrative supervision and advice and is responsible for performing work independently and achieving satisfactory results. This is a highly visible position and requires the ability to work overtime in the evening, on an occasional weekend, and work outside of normal office hours during election season(s). This position is also responsible for improving records management practices, compliance, security, and operational efficiencies as well as maintaining confidentiality of sensitive issues and documents. The Deputy City Clerk is expected to manage and administer the Citywide records management program, including training and helping Department Record Coordinators.

Essential Functions & Duties

Attend City Council Meetings and prepare minutes. Prepare meeting agendas, compile meeting packets, and draft legislation. Draft and proof public meeting notices. Ensure notices are accurate and published as scheduled in accordance with state and city laws, policies, and procedures. Process, disseminate, amend, and archive council meeting materials after council action has been taken. Perform administrative assistance to City Clerk and Council by composing legislation and correspondence with limited direction. Ensure Boards and Commissions memberships are current and accurate. Coordinate commission appointments and resignations. Advertise and fill vacancies as needed. Assist in the appeal officer filings and appeal officer secretary. Prepare and process invoices and bills for payment. Coordinate travel schedules and reservations for Council Members and the Mayor. Assist in managing City Clerk's web pages by developing new web pages and performing day to day maintenance of web pages. Ensure supplements to the Palmer Municipal Code are published accurately and in accordance with established schedules. Assist with the administration of City elections including but not limited to coordinate election official activities; precinct supplies, ensure voter eligibility, prepare and publish mandated notices; maintain voters list; process absentee voter requests, and other related processes. Act as voter registrar. Must be a registered voter in the State of Alaska. Respond to inquiries, requests and concerns from the public, media, government and private agencies, elected officials, department heads, and staff with a well-developed sense of tact, courtesy, and discretion. Assist in budget preparation and manage financial transactions for the department in accordance with established purchasing policies. Provide Notary Public services for the City of Palmer documents. Coordinate commission application process and appeal officer filings. Assist commission secretaries and act as commission or appeal officer secretary. Cultivate and maintain a climate, which is free of harassment, intimidation, and disrespect to provide a safe place to work and a safe, professional environment for customers. In the temporary absence of the city clerk, the deputy city clerk is authorized to act on behalf of the city clerk, with all the powers and obligations of the city clerk. Instruct Department Records Coordinators in all aspects of the City's Records Management Program. Provide a policy framework to guide staff in the management of their records and use of the City's records system, including training and helping Department Records Coordinators. Such activities include but are not limited to: Facilitates the development and maintenance of filing systems to meet administrative legal and financial requirements. Prepare and transfer records for inactive storage and retrieve records from archives. Facilitate record destruction process, and conduct record inventories. Devise and ensure the implementation of retention and disposal schedules. Manage city-wide records management program to ensure compliance and management of City policies, procedures, and program. Perform related duties as assigned. Knowledge, Skills, Experience and Personal Qualifications

Associate degree in the field a course of study related to the occupational field or five years of progressively responsible, administrative, or office management experience, preferably in municipal government. Certified Municipal Clerk (CMC) designation preferred. If not held, must be able to readily obtain the CMC designation which requires considerable time and effort to obtain. Ongoing education to obtain a Master Municipal Clerk (MMC) is also a future option for the position. Ability to obtain Notary Commission within sixty days of hire. Valid Alaska driver's license with an acceptable driving record. Advanced knowledge of a variety of software applications and computer skills to include by not limited to; Microsoft Office Suite, Simple, Laserfiche, and Adobe Professional, multi-line phone system, copier, fax, audio recording equipment, and laminating machine. Experience and ability to maintain a website. Considerable knowledge of research techniques, clerical office procedures, practices, and equipment. Considerable knowledge of the correct and effective use of business English, grammar, punctuation, and business math. Ability to establish and maintain effective working relationships with the public, other governmental jurisdictions, and fellow employees; ability to use conflict resolution and negotiation techniques effectively. Considerable knowledge and experience with records management processes and procedures, including the ability to establish and maintain an electronic database of records. Must have ability to work and train City staff on records management processes. Ability to learn, interpret, and apply federal, state, and municipal laws, along with regulations and codes. Ability to learn state law and Palmer Municipal Code and to interpret and apply the laws, regulations, codes, and ordinances to specific situations. Ability to effectively present information to city council, public groups, or city staff. Ability to understand and maintain the highly sensitive and confidential nature of information. Ability to work as a member of a team and provide leadership to a diverse group of staff working towards a common goal. Ability to multi-task to perform and manage multiple projects simultaneously.
