Job Description

The Arlington County Treasurers Office is seeking a Deputy Treasurer for its Operations Division. The Deputy Treasurer for Operations provides leadership to the Operations Division and management of its daily operations, including the management and staffing of two phone queues that receive over 22,000 calls per year. The Deputy Treasurer for Operations directs the divisions activities to achieve the goals set forth by the Treasurer. Additionally, the Deputy Treasurer for Operations is part of the Treasurers senior management team and contributes to office-wide planning, goal setting and management.
Responsibilities
Specific Duties Include:
- Managing daily operations of the Operations Division, including oversight of billing and payment procedures in compliance with State Code and County ordinances;
- Overseeing the performance, productivity, and career development of 17 full-time employees, including direct supervision of the Assistant Deputy for Operations;
- Making recommendations on hiring, disciplinary actions, and terminations for division staff;
- Managing billing for 250,000 tax bills annually and ensuring the proper receipt and application of over one billion dollars in payments each year with strong internal controls and quality assurance;
- Monitoring and evaluating the efficiency and effectiveness of billing and payment processes, initiating system or organizational improvements as needed;
- Developing and monitoring divisional and individual unit goals, as well as workload measures for the County and State Compensation Board budgets;
- Preparing, analyzing, and presenting internal statistical reports, trend analyses, and required reports to the County Board, other departments, state agencies, and the public;
- Leading vendor selection and management, including software, print, and external payment processing partners, while ensuring high-quality customer service and resolution of escalated issues;
- Collaborating with County leadership, state and local officials, and other Treasurers to advise on policies, represent the Treasurers Office in meetings, and serve in the Treasurers place when required; and
- Performing additional duties as assigned by the Treasurer.
The ideal candidate will possess strong critical thinking skills and written and oral communication skills for direct communication with customers, co-workers and management. The candidate will be a quick learner with an inquisitive nature, skilled at problem solving, and possessing flexibility along with an ability to challenge the status quo.
Qualifications
Minimum:
- Bachelor's degree in Public/Business Administration, Accounting or closely related field; and
- Significant experience in general management, working with complex computer systems, handling personnel issues, public contact, and communications.
Licenses/Certifications: Must meet the requirements for Master Governmental Deputy Treasurer certification by the Treasurer's Association of Virginia within two years of assignment and must meet the continuing education requirements to maintain certification.
Substitution: Additional qualifying experience can be substituted for the educational requirement. Additional education can be substituted for the experience requirement.
Desirable: Preference may be given to candidates with a Master of Business Administration degree (MBA) or significant experience in one or more of the following:
- Monitoring the work of professional and clerical staff;
- Managing process improvement;
- In the receipt of local government revenue;
- Monitoring and evaluating customer service processes; and/or
- Designing, implementing and monitoring internal controls.
Special Requirements
Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
Additional Information
Work Hours: This is not a remote opportunity, and employees are expected to be in the office full-time. Normal office hours are Monday through Friday 8:00 a.m. to 5:00 p.m.
All positions within the Treasurers Office are Non-Bargaining (NB).
