Overview Odyssey Systems has an exciting opportunity for a
Principal Strategic Executive Analyst
providing support to the Command, Control, Communications, and Battle Management Division (C3BM). The C3BM team delivers an integrated Department of the Air Force (DAF) Battle Network to enable decision advantage and support Joint, Coalition, and USAF operations. Key focus areas include Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and multiple mission integration teams such as Air, Maritime, and acquisitions including ABMS and Space.
The DAF BATTLE NETWORK is the integrated system-of-systems used to fuse sensors, effectors, and sustainment to build situational awareness, support operational decisions, and direct the force. The DAF PEO C3BM is responsible for technically and programmatically integrating the broader system-of-systems architecture to deliver an integrated C2 core function for the DAF, Joint, and Coalition forces.
Responsibilities Lead Roles and Scope
– The Strategic Executive Analyst serves as the Lead C3BM Strategic Advisor, coordinating with the C3BM Program Execution Group (PEG) and Top-Three Leadership. This role supports efforts to:
Shepherd ASE architectural gaps through the valley of death into Programs of Record (PoRs) for execution.
Build acquisition products that capture new initiatives and codify cost, schedule, performance, manpower, and risk profiles to support rapid transition into new or existing PoRs.
Plan for outyear budgeting across the Future Years Defense Program (FYDP).
Travel is mandatory. The position requires access to classified meeting spaces and classified emails.
Duties Include But Not Limited To
Lifecycle Acquisition Facilitation
– Assist government personnel with the completion, review, and oversight of acquisition-related documents; provide recommendations for streamlining and improving all phases of the acquisition process for programs within and interfacing with the Data Battle Network (DBN); prepare and review reports, papers, and briefings for PEO leadership and staff packages; deliver detailed analysis, supporting documentation, and justification for all research, including corrective action plans and recommendations.
Portfolio Integration
– Support the PEO in assessing and closing ASE architectural gaps by managing and integrating the C3BM portfolio; provide information, advice, and recommendations for alignment of research, development, demonstrations, exercises, acquisitions, manpower, and funding; maintain and analyze the acquisition forecast for accuracy, identifying disconnects or deficiencies; leverage portfolio integration to support outyear budgetary planning.
Acquisition Planning
– Draft and evaluate acquisition documentation for new initiatives to close DBN architectural gaps; ensure products align with policy, guidance, acquisition strategy, technical approach, milestones, schedules, risk assessments, and performance goals; recommend program acquisition strategies and support market research; collect, analyze, store, and distribute acquisition lessons learned.
Program Monitoring
– Analyze program baselines and schedules; recommend executable options for changes impacting performance, schedule, or funding with government approval; provide advice and status reports on acquisition efforts.
Milestone Review Preparation
– Assist in reviewing, compiling, and staffing documentation for milestone or major reviews by senior acquisition officials; make independent assessments of portfolio and program risk, planning, and execution.
Strategic Planning
– Provide engineering, technical, architectural, and acquisition support to strategic decision-making; support the development, publication, approval, and maintenance of the PEO’s Strategic Plan; assess future system architecture alternatives and plan manpower needs aligned with strategic goals; track and report Strategic Plan goals and initiatives; integrate Human Capital Investment planning; facilitate strategic planning meetings and ensure alignment of planning documents with strategic intent.
Research, Analysis, and Reporting
– Provide substantive analysis to support situational awareness; assist with research assignments; coordinate research and analysis with government and external agencies; support long-range strategic planning and recommend administrative policies and procedures.
Strategic Communications
– Research, draft, and edit articles, speeches, and testimony related to PEO missions and initiatives; ensure communications are consistent with the PEO’s mission; develop and verify information; coordinate messages for internal and external audiences; prepare graphics for presentations.
Qualifications Citizenship:
Must be a US citizen
Clearance:
Top Secret clearance (must have and be able to maintain)
Education:
Master’s or Doctorate Degree in a related field
Experience:
20+ years of experience with 12+ years of DoD related experience
Location:
Pentagon, Washington, DC
Travel:
Travel at the discretion of the government customer

This position is 100% onsite
