The Arizona Department of Juvenile Corrections (ADJC) is in search of a Human Resources Manager, reporting to the Chief Human Resources Officer. This role entails overseeing a team of four (4) human resources professionals responsible for recruitment, classification/compensation, and operational duties. Operating with minimal supervision, the role demands a commitment to confidentiality, discretion, and independent judgment. The incumbent will provide consultative and technical guidance to the agency's leadership team, and this position is classified as FLSA-Exempt.
Job Duties:
Leads a team overseeing recruitment, classification, compensation, and operations, ensuring strict adherence to Arizona State Personnel System (SPS) Personnel Rules, as well as federal and state laws
Oversees the development and revision of position descriptions, assesses classification and grade assignments, conducts thorough salary analyses, offering informed recommendations on salary-related actions
Performs research to identify complex problems and makes recommendations for resolution
Compiles reports covering a range of topics, meticulously analyzes data, and presents insightful information to the agency's leadership
Manages the Correctional Officer Retirement Plan (CORP) and ensures accurate and timely processing of elections and appointments of board members, and retirements
Occasional travel to the Adobe Mountain School located at 2800 W. Pinnacle Peak Rd., Phoenix, AZ, 85027
Attends training and meetings
Develops and facilitates HR related training for agency management and staff
Performs other duties as assigned

Ability to:
Develop recruitment strategies for hard-to-fill positions (e.g., Youth Corrections Officers, Nursing, Food Service, Facilities Maintenance, etc.)
Analyze data and prepare reports
Work in a correctional environment
Exercise independent judgment
Prioritize, organize and plan work
Effectively manage staff and evaluate performance
Be professional, tactful, courteous and remain objective
Maintain confidentiality
Demonstrate strong interpersonal skills
Adhere to department rules, regulations, policies and procedures

Travel and provide occasional availability outside normal business hours
Selective Preference(s):
Candidates must possess a minimum of one (1) year of experience in supervising/managing professional-level human resources personnel engaged in recruitment, operations, and classification/compensation. Alternatively, any combination of training, education, and experience meeting the required knowledge, skills, and abilities (KSAs) will be considered.
Pre-Employment Requirements:
If this position requires driving or the use of a vehicle as an essential function on the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license records checks. The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.010).
All newly hires State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
Employment is contingent on the selected applicant passing a comprehensive background investigation.
