Overview
Transportation Grants Specialist As a transportation grants program specialist, you know the complexities of supporting a project from concept to completion. Many programs require a significant investment of limited resources, and it’s imperative to keep the project on a productive path. You will be an experienced program management specialist who can help ensure success through careful analysis and effective communication. You will develop and implement a change management strategy that standardizes and streamlines the processes associated with grants management. You’ll work with key stakeholders to review risks, track milestones, and develop system functionality requirements. You’ll help with tactical planning, including analyzing, reviewing, testing, and communicating data and results in alignment with the client’s expectations and business needs. The impact of project management comes from communication to ensure the program achieves its goals and meets quality standards. 10+ years of experience in a professional work environment
Experience in federal grants policy, including 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and with operationalizing these for transportation projects
Experience operationalizing 2 CFR 200 across two or more federal agencies administering grants or cooperative agreements
Experience with the federal grants management lifecycle, including supporting multiple phases, such as applicant intake, eligibility screening, merit review, award processing, performance monitoring, and closeout
Experience with regulatory frameworks associated with infrastructure-related grant programs, such as NEPA and the Build America, Buy America (BABA) Act
Ability to present ideas persuasively in written deliverables and verbal presentations, including status reports
Ability to participate in routine regional site visits and stakeholder meetings
Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
Bachelor’s degree

Experience working in and managing others on a Project Management Office (PMO) style team
Experience with risk assessment or risk management
Ability to manage multiple assignments in a multi-disciplinary project team environment
Ability to solve complex client problems and prioritize and manage work across multiple work efforts or clients independently
Possession of excellent leadership and analytical skills
Master’s degree
Project Management Professional (PMP) Certification or Change Management Certification
