Overview
Director, Traffic Engineering and Operations — leadership role within the Office of the County Engineer's Traffic Division. Responsibilities include overseeing traffic engineering and operations services, leading traffic studies, reviewing traffic impact analyses, maintaining traffic control devices, and implementing innovative transportation solutions while ensuring efficiency, quality, and regulatory compliance. Responsibilities
Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; allocates resources in accordance with County policy. Leads development of engineering standards, policies, and specifications. Directs and coordinates departmental activities with other departments and outside agencies; supports the Assistant County Engineer, County Engineer, and elected officials; assists in preparing and presenting staff reports and communications. Leads a multidisciplinary team of managers, engineers, designers, technicians, and support staff to maintain high standards of professionalism and collaboration. Oversees the conduct and review of internal traffic studies and traffic impact analyses, ensuring regulatory compliance and contributions to traffic management strategies. Directs operation and maintenance of traffic signals and school zone flashers, prioritizing public safety and efficient traffic flow. Ensures optimal use of resources to achieve division goals, including scheduling, risk management, and addressing emerging challenges. Maintains comprehensive understanding of the division’s portfolio, plans, organizes, oversees, and reviews all traffic system programs and activities. Champions adoption of innovative transportation solutions and makes strategic recommendations for implementation. Ensures division projects adhere to quality, risk management, and regulatory standards. Serves as primary communication link between the Traffic Division and executive staff, stakeholders, and external organizations. Develops and standardizes procedures to improve efficiency and effectiveness of services, projects, and activities. Performs forensic traffic engineering tasks, including compliance assessments, accident investigations, and expert testimony. Prepares agenda items for Commissioners Court, including proposals, contracts, funding requests, and field alterations. Supervises program and project development across all traffic modes and related activities; oversees high-collision analyses and traffic operations investigations. Recommends revisions to regulations based on new legislation or changing county needs. Prepares and submits reports on funding needs and status of funds. Assists with recovery efforts after local disasters and adapts to emergency or high-priority situations as needed. Performs other duties as assigned. Qualifications
Education:
Bachelor’s degree in civil engineering or related fields. Experience:
A minimum of ten (10) years of relevant experience; a minimum of five (5) years in administrative or supervisory roles. Licensure:
Professional Engineering License; valid Class C Texas Driver’s License. Knowledge, Skills & Abilities (KSAs)
Strong written and oral communication skills. Ability to align resources with executive and client needs to achieve objectives. Ability to handle highly sensitive and confidential information. Ability to work independently with limited supervision. Self-starter with ability to motivate staff and set goals. Proficiency in office-related software; strong time management and prioritization. Excellent interpersonal and conflict resolution skills, with professional interaction across diverse groups. Emergency Deployment & Continuity Of Operations
