Support various operational areas including customer support, agile software development supporting all functional phases of the software development life cycle (requirements, design, testing, training, production support), application system analysis, developing standard operating procedures, audit compliance, end user training, and Help Desk support. Provide expertise in PPBE to support application functionality and recommend enhanced features and functionality to better support and automate the PPBE processes. Perform requirements gathering, analysis, and metrics collection to promote efficiency and effectiveness for Customer needs. Act as a liaison to support collaboration between the application technical team, government sponsors, and application end user community in coordinating software releases and operational deliverables. Coordinate with stakeholders to adhere to financial and IT audit standards of operations and systems. Assist in developing and maintaining audit reports, documentation and plans to comply with policies and procedures. Note: This is a contingent position, dependent upon funding/customer approval. Qualifications
Required: 2 years of experience in business analysis or a related field. Experienced in interfacing directly with Customers to provide professional and timely Customer support in a fast-paced environment. Ability to obtain an Interim Secret Clearance. Ability to become proficient (i.e. Super User) in the use of an enterprise-wide financial database and train other users. Have flexibility to support coverage off hours and weekends. Possess strong written and verbal communication, analytical, critical thinking, and problem-solving skills. Experience with defining complex requirements. Track record of following through on commitments/deliverables on time with minimal or no re-work. Excellent planning, organizational, and time management skills with minimal supervision. Highly detail oriented; skilled at meticulously reviewing and presenting documents and data to ensure audit accuracy and compliance. Experience using Microsoft Word, Excel, PowerPoint, Outlook. Ability to interface daily with the end user community via phone and email during specified Help Desk hours. Candidates must be located in the Washington, DC metropolitan area with the ability to work onsite. Desired: Active DoD Secret Clearance Experience with DoD or Federal Agencies. Experience with DoD Financial/PPBE processes. Experience with Agile methodologies, including Jira. Experience with auditing and compliance. Scrum Master certification.
