Overview

Senior Project Manager position for the County of Monterey in the Public Works Department. Two full-time roles: one in the General Services Division (building and facilities maintenance programs and capital improvements) and one in the Engineering Division (municipal public works projects including street maintenance, traffic signals, storm drains, sanitary sewers, and marine structures). This is a high-level supervisory role requiring significant experience and independent decision-making, including leadership of engineers, project managers, and inspectors. Direct, prioritize, coordinate, and monitor projects. Develop scopes of work for projects and programs. Collaborate with architects, engineers, contractors, and other consultants. Oversee work prepared by direct reports and design consultants. Perform supervisory tasks for assigned staff, including review, evaluation, and training development. Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for project management. Review submittals and invoices to ensure projects stay on schedule and on budget. Review plans, specifications, and estimates for construction of streets, storm drains, sewers, buildings, parks, harbor projects, street lighting, and other facilities. Prepare bids, respond to questions, issue addendums, obtain bids, and evaluate bid proposals. Respond to submittals, RFIs, and potential change orders. Monitor contingency budgets and maintain logs of change orders. Track contract time, review daily reports, and issue weekly statements. Schedule inspections and material testing. Meet with City, State, and other officials to resolve project issues. Analyze issues and develop solutions to planning, implementation, or completion problems. Prepare and present staff reports to Council and Commissions. Advise management on impacts of projects related to staffing, budgets, organization, workflow, and regulatory compliance. Provide information to the public on current and planned projects. Coordinate constructability/bid-ability reviews and manage project budgets and schedules to meet scope, cost, and time benchmarks. Manage on-call contract task orders for design, surveying, and environmental monitoring. Conduct meetings with contractors, design engineers, utility owners, and other stakeholders to coordinate projects and resolve disputes. Support positive public relations with citizens and City staff; maintain confidentiality where appropriate. Perform other job-related duties as assigned. Qualifications

Minimum Qualifications An undergraduate (4-year BA/BS) degree in construction management, civil engineering, land surveying, architecture, or related technical field plus a minimum of seven (7) years of experience in engineering or construction with project management responsibility. Or a qualifying 2-year degree (AA/AS) plus at least ten (10) years of engineering or project management experience, including at least three (3) years in public works. An equivalent combination of education and experience may be considered. Knowledge and Skills Knowledge of supervision principles, project management, budgeting, and public administration. Familiarity with regulations governing public works, public contracting, CEQA and related permits, and environmental regulations. Cost estimating, scheduling, and proficiency with project management software and Autocad. ADA standards and basic mathematics; technical writing and report preparation; grant requirements; federal, state, and local codes. Ability to read and interpret complex plans and specifications; ensure compliance with codes and laws. Strong communication, presentation, and negotiation skills; independent judgment and decision making. Benefits and Compensation Tuition Reimbursement: $2,000 per fiscal year.
