ABOUT THE POSITION

The City of Monterey is hiring two (2) full-time Senior Project Manager positions in the Public Works Department. One position is in the General Services Division and the other in the Engineering Division. The Senior Project Manager for General Services is responsible for managing building and facilities maintenance programs and capital improvements projects. The Senior Project Manager for Engineering is responsible for managing municipal public works projects including street maintenance, traffic signals, storm drains, sanitary sewers, and marine structure projects. The Senior Project Manager is a high-level, supervisory role requiring significant experience and expertise; the individual is trusted to take ownership of their work, make decisions independently, and lead projects with limited oversight. The Senior Project Manager may oversee a team of engineers, project managers, and inspectors. Application Process A limited number of applicants who clearly meet the needs of this position will be accepted to participate in the selection process. The process includes evaluation of the standard online City application to determine progression, followed by potential written tests or exercises, a performance exercise, panel interview, and final departmental interview. The Human Resources Department reserves the right to modify components of the examination process. As a condition of employment, the selected candidate must successfully pass a Live Scan fingerprint background check and reference check. Depending on the position, a physical exam including a drug screen and a federal background check may also be required to gain access to military and police facilities and systems. Positions requiring work on a military installation will involve on-site duties and require a background check by the Department of Defense (DoD). Candidates who progress through all phases will be placed on an eligible list active for 12 months and may be used to fill additional positions with similar duties and requirements. SUMMARY Under direction, plans, coordinates, and performs complex professional project management; manages budgets, contract administration, consultants, and programs during planning, design, bidding, and construction phases of capital improvement projects. DISTINGUISHING CHARACTERISTICS This is an advanced journey-level management classification. The Senior Project Manager may lead professional and technical personnel on a team or project basis and is expected to work independently across multiple projects. It is distinguished from the Project Manager by serving as the program team leader and handling the most complex planning, budgeting, and program management work. ESSENTIAL FUNCTIONS Direct, prioritize, coordinate, and monitor projects. Develop scopes of work for projects and programs. Work with architects, engineers, contractors, and/or consultants. Oversee work prepared by direct reports and design consultants. Supervise assigned employees, including performance evaluations and training development. Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for project management. Review submittals and invoices to ensure schedule and budget compliance. Review plans, specifications, and estimates for construction of streets, storm drains, sewers, buildings, parks, harbor projects, street lighting, and other facilities. Prepare notices to bidders, respond to questions, issue addenda, obtain bids, and evaluate proposals. Respond to submittals, RFIs, and potential change orders. Monitor contingency budgets and track potential and executed change orders. Track contract time, review daily reports, and issue weekly statements. Schedule inspections and material testing. Meet with City, State, and other officials to resolve issues affecting projects. Analyze issues related to planning, implementing, or completing project work and develop solutions. Prepare and compile staff reports and present to Council and Commissions. Advise management on project impacts related to staffing, budgets, organization, workflow, and compliance. Provide information to the public on current and planned projects. Interact professionally with City departments, federal/state agencies, architects, engineers, contractors, utilities, neighborhood representatives, and the public. Coordinate constructability/bid-ability reviews of projects. Prepare and administer budgets; oversee cost estimates and expenditures. Develop and review project schedules to ensure scope, cost, and schedule benchmarks are met. Manage on-call contract task orders for design, surveying, and environmental monitoring. Lead meetings with contractors, design engineers, utility owners, and other stakeholders to coordinate projects and resolve disputes. Support the City’s relationship with the public by demonstrating courteous and cooperative behavior. Maintain confidentiality of work-related issues and City information. Perform other related duties as assigned. MINIMUM QUALIFICATIONS Education and Experience: An undergraduate (4-year BA/BS) degree in construction management, civil engineering, land surveying, architecture, or related technical field plus a minimum of seven (7) years' experience in engineering or construction with project management responsibility. OR A qualifying 2-year undergraduate degree (AA/AS) plus a minimum of ten (10) years' experience in engineering or project management, including at least three (3) years in public works. An equivalent combination of education and experience may be considered. KNOWLEDGE AND SKILLS Knowledge of : Principles and practices of supervision, resource management, training, and performance evaluation. Principles of project management, scheduling, budget preparation, and tracking. Public administration and management principles; budget preparation and control; applicable laws and regulations governing public works projects. State and federal environmental regulations (e.g., CEQA, 401/404). Cost estimating, construction scheduling, ADA standards, and technical writing. Federal, state, local grant requirements; computer software including AutoCAD, Microsoft Office, and project management tools. Skill in : Leading and coordinating projects; developing and managing project budgets and expenditures. Delivering presentations to legislative bodies, community groups, and the public. Interpreting codes, regulations, and guidelines; analyzing problems and proposing solutions. Interpreting complex plans and specifications; ensuring compliance with codes and laws. Evaluating direct-report performance and conducting evaluations; writing clear technical reports. Preparing Gantt charts and budgets; interpersonal, team-building, and negotiating skills; public speaking. Exercise independent judgement within policy; managing competing priorities and deadlines.
