The Role The Senior Program General Manager, SSR is responsible for the strategic planning, management, and overall financial performance of a large construction program. This position also serves as the Senior Site Representative (SSR), responsible for management of the area of responsibility and representing the company, including signature authority as applicable.
Responsibilities
Strategic Management: Plan, coordinate and manage all facets necessary to complete projects within budget, on time, and with quality; manage projects per contract requirements and Centennial systems and procedures; respond to contract instructions and inquiries; enforce Quality Control Plan and Site Safety/Health Programs; attend meetings and provide minutes; develop detailed project scope of work and materials estimates; review proposal scope, specifications, and drawings to meet client expectations; develop work packages for each definable feature; review and approve proposal packages for client submission; manage project close-out, pre-final inspections, and as-built drawings; prepare yearly budgets and revenue forecasts; manage project general conditions and staffing; manage monthly revenue and margins; ensure financial requirements are met; review monthly cost reports and manage cash flow and risk.
Customer Satisfaction: Ensure high levels of customer satisfaction; understand internal and external customers; meet client expectations and anticipate issues; cultivate trusting relationships and promote a customer-centric culture.
Business Development: Support identification, pursuit and acquisition of new and repeat work; participate in sponsorship/project selection and capture plans; contribute to technical and pricing proposals; promote growth of earned revenues and gross profit.
Estimating: Review estimates based on technical specs and drawings; perform quantity take-offs and manage line items in estimating software; ensure all necessary items are included in the estimate.
Subcontractor Management: Coordinate subcontractor buyout, attend site visits, track proposals, negotiate and approve subcontracts, manage submittals.
Scheduling: Review contracts and drawings; establish and maintain start, progress, and completion schedules; coordinate with architects and engineers; develop detailed project schedules.
Safety: Ensure compliance with HSEQ guidelines and local requirements (e.g., OSHA, USACE EM385.1.1).
Senior Site Representative (SSR) Specific Duties
Personnel Management: Overhead and general conditions costs, staffing, performance evaluations, recruiting, and policy implementation including diversity and inclusion initiatives.
Financial Management: Budgeting and revenue forecasting; cost reporting; manage monthly revenue and margins; ensure financial requirements and cash flow control.
Site Travel: Drive between project sites as needed; occasional travel may be required.
Environment and Work Conditions: Office-based with site visits; expect various weather conditions.
Physical Demands: Ability to walk uneven terrain; sit/stand/walk/talk/hear; manual dexterity; lift up to 25 pounds; vision requirements.
Qualifications
12+ years of experience in the construction industry with a commercial or industrial general contractor
Experience managing multiple construction projects with varying contract types and delivery methods
Experience in producing detailed fixed-price estimates; able to use RS Means or other unit-price books for detailed line items
Strong project documentation and construction management principles
Experience managing personnel across multiple locations
Knowledge of civil, architectural, mechanical, and electrical fields
Proven ability to operate within prescribed processes and procedures
Experience identifying, designing, and implementing process improvements
Excellent leadership and communication skills; ability to motivate teams and communicate strategic directives
Ability to work in a fast-paced environment with flexibility and integrity; collaborative team player
Proficiency with Microsoft Office, ProCore, Adobe, BlueBeam or similar tools
Bachelor’s degree in Construction Management, Engineering or related field (highly desired)
