Overview
Newborn Screening and Injury Prevention Director The Newborn Screening and Injury Prevention (NBSIP) Section Director works under the general direction of the Deputy Commissioner (DC) for the Community Health Improvement (CHI) Division. The NBSIP Section Director provides oversight in strategic operations and planning for the NBSIP Section including Newborn Screening (NBS) and Injury Prevention (IP) programs. Initiatives within the NBS Unit include the NBS Clinical Care Coordination Program, Texas Early Hearing Detection and Intervention Program, and the NBS Benefits Program. Work within the IP Unit includes the Safe Riders Child Passenger Safety Program, Emergency Medical System and Trauma Registry, Texas Overdose to Action Program, Child Fatality Review, and the Texas Violent Death Reporting System. Work involves establishing strategic plans, goals, and objectives for each program area; developing policies and procedures, reviewing and interpreting guidelines; establishing priorities, coordinating and evaluating program activities; and reviewing and approving budgets. Provides oversight and direction of implementation, supervision, and monitoring of all operational activities of the Section, ensuring optimal day-to-day performance of essential Section business functions. Supervises and provides daily oversight to Section office staff and briefs the Deputy Commissioner on risks/issues. Works under minimal supervision and has wide latitude for independent judgment, decision-making and direction of activities. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements. Responsibilities
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Reporting to the CHI Deputy Commissioner, provides overall vision, management, and coordination to the injury prevention and newborns screening programs in the NBSIP Section. Manages the overall planning, implementation, coordination and evaluation of program policy and budgets to promote effective administration of delivery of the NBSIP programs. Develops health policy standards and evaluates program work to achieve section goals, strategies and initiatives to align with division and DSHS strategic plan. (30%) Plans, develops, implements, monitors and evaluates statewide initiatives related to NBSIP programs. Manages the activities of staff involved in local, regional and statewide initiatives. Oversees the development of grants and contracts and ensures compliance with agency procedure for submitting grant applications, interagency agreements, and requests for proposals. Oversees the status of grants, interagency agreements and requests for proposals to ensure progress through stages of approval for timely implementation. (15%) Supervision and management of staff. Responsible for hiring and selection, plans, assigns, and supervises the work of direct reports and guides the development of staff priorities, initiatives, and work schedules to achieve objectives and performance indicators. Conducts performance evaluations, recommending personnel disciplinary actions, scheduling and approving leave and monitors the ongoing activities of staff. Manages and develops staff through review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave. (10%) Serves on the CHI leadership team and represents the agency, division and section in presentations, providing information, collaborating with internal and external stakeholders, other state agencies, and federal partners. Reviews and analyzes legislation related to NBSIP and responds to legislative appropriation requests and public requests for information. Participates in serving as a resource for legislators, other elected officials, governmental entities and the public. (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Graduation from an accredited four-year college or university in a related field with a Master’s degree in public health or a related field preferred. Minimum of 4 years of full-time relevant work experience may be substituted for graduate degree. Minimum of 3 years of experience in supervision of employees such as hiring, staff development, evaluation, and counseling of employees. Minimum of 3 years of experience developing and monitoring complex budgets with various funding sources. Minimum of 3 years of experience in interpreting complex statistical data and scientific research to guide activities for public health. Additional Information
