The Opportunity The Black & Veatch Governments & Community Sector, Water Solution has an exciting opportunity to serve as the global Water Resources and Community Planning Portfolio Leader. This leadership position is responsible for four sub-portfolios encompassing all of the Water Solution’s planning capability. It leads growth and strategy for water, wastewater, stormwater, water reuse and resilience planning teams across BV’s client sectors – utilities, government, mining, power, and commercial clients. The role spans BV global regions with emphasis on US/Canada utilities and broader Asia Pacific and Latin America for industrial water clients. The role requires deep understanding of client water needs, addressing topics such as water scarcity, water quality, stormwater and watershed issues, supply and hydrogeology assessments, natural systems, wetlands, master planning, hydraulic and hydrologic modeling, coastal water issues, resilience, and community planning. The individual must bridge communication and sales approaches between client-facing teams and BV technical experts, and be effective at generating market opportunities both with sales teams and directly with clients. The role includes representing BV as a thought leader at industry events and building local planning teams in targeted markets globally. The Team Black & Veatch’s Governments & Communities focuses on infrastructure needs of municipalities, state and local governments, and specialized infrastructure solutions for government and federal agencies. Key Responsibilities Strategy & Innovation Development: Serve as a senior member of the Portfolio leadership team and influence global business strategies. Strategy execution: Establish growth strategies based on market trends and deploy tactics and resources to achieve them. Portfolio development: Assess core market offerings and expand/incubate new offerings based on market/client needs. Communication & buy-in: Communicate, gain support, and generate excitement around strategies with tangible growth outcomes. Innovation culture: Establish strategies for innovation and embed a culture of innovation across the planning business, including external partnerships for innovation. Thought Leadership: Predict planning trends and position resources to meet needs; be recognized as a thought leader in planning services; demonstrate conversancy on relevant topics. Team Development: Identify staffing gaps and succession plans; recruit regional planning leaders; work across a matrixed organization; mentor senior and emerging leaders; uphold BV culture and the We Own It mentality. Business Development: Support business development with client-facing sales teams; collaborate with portfolio leaders to integrate solutions; engage clients, regulators and stakeholders to capture planning projects; prepare proposals and presentations; mentor teams on KF/Miller Heiman processes and elevate presentation skills. Project Support: Serve on projects in roles such as oversight, technical expert, or strategic project facilitator; assess client satisfaction and implement corrective measures; influence flawless execution of planning deliverables. Preferred Qualifications Bachelor's degree in engineering, science, planning or relevant field; recognized program in home country or practicing country Minimum 15 years related work experience 10+ years planning experience in water, wastewater, stormwater, water reuse, resilience, disaster preparedness & recovery, or coastal and sea level rise impacts Experience as a Planning Practice Leader for a consulting firm or Planning Director for a client organization Proven business development and pursuit/capture experience Deep understanding and relationships within public utilities, Federal, commercial, or industrial client bases Knowledge of federal, state, and local funding for planning and resilience Minimum Qualifications : Bachelor’s Degree; 12+ years of progressive management experience in relevant business line and technology; ability to complete pre-employment checks as required by law Work Environment/Physical Demands This is a business traveler role requiring travel to client sites. When not traveling, the role is in a normal office environment with a hybrid schedule: 3 days in office, 2 days remote.
