The Opportunity This position leads the Water Resources and Community Planning portfolio within Black & Veatch’s Governments & Community Sector. The role is responsible for four sub-portfolios encompassing the Water Solution’s planning capability, leading growth and strategy for water, wastewater, stormwater, water reuse and resilience planning teams across BV’s client sectors (utilities, government, mining, power, and commercial) and across BV’s global regions, with a heavy emphasis on US/Canada utilities and broader APAC and LATAM regions for industrial water clients. This leadership role offers the opportunity to build and lead a recognized planning team and advance BV’s practice into a premier global water planning practice. The role requires deep understanding of client water needs—addressing water scarcity, water quality, stormwater and watershed issues, supply and hydrogeology assessments, natural systems, wetlands, master planning, hydraulic and hydrologic modeling, coastal water issues, resilience, and community planning. It requires a blend of interpersonal skills and broad technical knowledge to bridge client engagement and technical BV expertise, working with BV client-facing sales teams and directly with clients to generate market opportunities. The role includes representing BV as a thought leader at industry events and building local planning teams in targeted markets globally. The Team Black & Veatch’s Governments & Communities focuses on infrastructure needs of municipalities and local governments, and provides physical and digital infrastructure solutions for government and federal agencies. Key Responsibilities Strategy & Innovation Development Serve as a senior member of the Portfolio leadership team and influence global business strategies. Establish growth strategies based on market trends and allocate resources to achieve those strategies. Assess core market offerings and expand/incubate new offerings based on market/client needs. Communicate and garner support around strategies to achieve tangible growth outcomes. Establish strategies for innovation and embed a culture of innovation throughout the planning business, including building external partnerships for innovation. Thought Leadership Predict planning trends and position resources and services to meet those needs. Be recognized as a thought leader in planning services. Demonstrate fluency on a broad range of planning topics aligned to emerging industry issues. Team Development Identify staffing and succession gaps and take action to address them. Recruit key planning resources including regional planning leaders to drive growth. Collaborate across a matrixed organization to achieve goals. Mentor senior and emerging planning leaders; develop leadership skills. Uphold BV culture and the "We Own It" mentality across the planning team and broader organization. Business Development Support client-facing sales teams with business development activities and leverage networks of Client Account Managers, Directors, and Project Managers. Collaborate with other portfolio leaders to integrate solutions into broader offerings. Engage clients, regulators, and key stakeholders to uncover and capture planning projects; prioritize pursuits and allocate resources accordingly. Prepare proposals and presentations to capture new business; mentor teams on sales processes and presentation skills. Project Support Serve on projects in selected roles (oversight/direction, quality assurance, technical expert, or facilitating large, strategic projects). Meet with clients to assess satisfaction and implement corrective actions as needed. Influence flawless execution and work quality of planning deliverables. Preferred Qualifications Bachelor's degree in engineering, science, planning or relevant field from an accredited program in home country or country of practice Minimum 15 years of related work experience 10+ years of planning experience in water, wastewater, stormwater, water reuse, resilience, disaster preparedness & recovery, or coastal and sea level rise impacts Experience as a Planning Practice Leader or Planning Director Demonstrated success in business development and lead through pursuit capture Deep understanding and relationships within public utilities, Federal, commercial, or industrial clients Familiarity with federal, state, and local funding approaches related to planning and resilience Minimum Qualifications Bachelor’s Degree required 12+ years progressive experience in management of relevant business line and related technology All applicants must be able to complete pre-employment onboarding requirements including background check, drug screen, and motor vehicle records search, per applicable laws Work Environment/Physical Demands This is a business traveler role, requiring travel to client sites. When not traveling, the position supports a hybrid schedule: 3 days in office and 2 days remote.
