Overview

Under the direction of the Assistant Fire Chief, the Division Chief of Fire Prevention / Fire Marshal manages the Fire Prevention Bureau, which encompasses the disciplines of inspection code enforcement, origin & cause fire investigation, public education, and social media. The Division Chief performs fire and life safety inspections of new and existing structures and properties, structural plan review on new construction, occupancy use and occupant load calculations, change of use permits, fire protection and detection systems and testing, new and existing property addressing, and communicating issues identified of a hazardous nature to other City of Stevens Point Departments as needed to achieve compliance with applicable state laws, adopted state fire code, statutes, and Stevens Point municipal code. This can result in the issuance of, and necessary follow-through on, violation notices and citations involving the City of Stevens Point Police Department, the City of Stevens Point attorney, and their staff. The Division Chief will research adopted fire codes and other administrative laws to determine compliance with property owner and tenant requirements and manage a computer-based inspection record and deficiency tracking system. Serves as the fire department’s primary point of contact for inquiries regarding adopted and enforced fire code and local municipal ordinance requirements, fire department-specific new construction and developer requests, and alterations in existing occupancies involving fire and life safety features and systems. The Division Chief conducts fire investigations in collaboration with law enforcement agencies, employing the scientific method to investigate fires and explosions, determining their origin and cause, and thereby classifying fire events as accidental, natural, incendiary, or undetermined. The Division Chief manages and oversees the public education program of the Stevens Point Fire Department. This work includes the development, implementation, and evaluation of an education curriculum to maintain a current and relevant offering to the City of Stevens Point, its residents, and community stakeholders. This includes frequent requests from property owners, tenants, local and municipal employees, civic groups, and educational institutions and faculty to offer demonstrations and hands-on instruction on fire and life safety, as well as new and evolving fire prevention practices. The Division Chief of Fire Prevention manages and oversees the Stevens Point Fire Department's Social Media accounts and their thousands of followers and subscribers. This includes frequent interaction with the public, subscribers, followers, local traditional media personnel, and various City of Stevens Point Departments and their employees. Work includes posting events, creating and implementing slides and visual presentations, soliciting feedback, and responding to inquiries and requests through various media accounts and venues. The Division Chief of Fire Prevention also supervises and assigns work to the Deputy Fire Marshal / Emergency Management Coordinator position within the Stevens Point Fire Department. The Deputy Fire Marshal / EM Coordinator acts as the lead point of contact for all fire prevention matters in the Division Chief of Fire Prevention’s / Fire Marshal’s absence. The employee who performs the duties of Division Chief/Fire Marshal shall work a 40-hour flexible work schedule. Responsibilities

Serves as an advisor to the Assistant Chiefs and Chief on building inspection code enforcement and public education. Maintains a leadership role while exhibiting attributes to include self-motivation, attention to detail, and superb organizational skills. Serves as department manager, overseeing and coordinating the fire prevention bureau. Directs line personnel in the administration of the Fire Prevention and Inspection programs. May supervise employees, including prioritizing and assigning work; ensuring staff are trained and developed, and making hiring and disciplinary recommendations. Responds to emergency scenes as part of the incident command structure. Performs inspections of new and existing structures and properties for compliance with applicable codes. Determines the operational readiness of existing fixed fire suppression, fire detection, and alarm systems. Determines the operational readiness of existing portable fire extinguishers. Identifies hazardous conditions related to equipment, processes, and operations. Identifies deficiencies and notifies the appropriate parties while working simultaneously with the city building department. Performs plan review of proposed new construction, significant alterations, additions, and the installation of fire protection system designs to ensure they comply with local and state fire and life safety codes before construction begins. Reports and documents violations observed during inspections, identifies, and notifies those responsible for corrective measures, and conducts follow-up inspections. Prepare inspection reports for submission to various authorities in accordance with departmental and City policies and procedures. Verifies code compliance for incidental storage, handling, and use of flammable and combustible liquids and gases. Identifies deficiencies and notifies the appropriate party. Surveys emergency access for existing sites to ensure accessibility for emergency responders. Receives complaints, investigates, and determines if fire hazards exist in occupancies per municipal code. Identifies the need for permits and communicates requirements to the public. Receives complaints from the public, investigates, and produces a rationale for findings. Consults with local schools, hospitals, nursing homes, public buildings, etc., to plan fire drills. Verifies emergency planning and preparedness measures are in place. Models the Stevens Point Fire Department core values and adheres to all Department and City policies, standard operating procedures, and directives. Establishes, executes, and evaluates the budget for the Fire Bureau. Develops, manages, and evaluates the Fire Prevention Bureau record-keeping system. Manages and designs, with vendor assistance, computer-based inspection software utilized by the department. Establishes, executes, and evaluates the process for conducting fire inspections, fire safety education and messages, and social media accounts and updates. Inspects properties to ensure compliance with codes relative to safe storage and handling of flammable and combustible liquids and hazardous materials. Use detection devices to measure the presence of flammable and combustible gases. Evaluates target risks in the community using the level of protection and occupancy types and assists in the development of the community risk profile. Assesses and analyzes input for long-range public safety planning and community risks to establish future departmental and fire prevention division needs, trends, and emerging issues. Creates and prepares educational fire safety and preparedness curriculum. Assists department Battalion Chiefs in coordinating public activities for the purpose of dispersing public information, providing educational opportunities, and participating in community relations programs and events. Maintains electronic records and reports related to public education activities. Receives, investigates, and determines the disposition of citizen complaints against the Fire Bureau. Conducts fire investigations to determine origin and cause; may be required to appear in court as needed. Maintains adequate supplies for the Fire Bureau and orders supplies as needed. Participates in EMS and fire training as required to maintain licensure. Performs related duties as assigned. Qualifications

This position requires at least five (5) years of full-time firefighting experience supplemented by an associate’s degree in Fire Science, Supervisory Management, or related field, or a combination of experience and training, which provides the knowledge, skills, and abilities to perform the job. The individual must demonstrate the ability to communicate effectively, orally, and in writing. State of Wisconsin Fire Inspector I NFPA Pro Board-Certified Fire Inspector I (within 1 year of hire) State of Wisconsin Fire Fighter II Certification State of Wisconsin Fire Officer II State of Wisconsin Fire and Emergency Services Instructor I Pro Board-Certified Incident Safety Officer (within 1 year of hire) National Incident Management Systems 700 & 800 ICS-100 & 200, with the ability to attain 300 & 400 If required by the Stevens Point Fire Department to currently maintain a NREMTlicense, this will remain a requirement. Possess a valid Wisconsin Driver’s License Ability to wear respirators, including a Self-Contained Breathing Apparatus Tools and Equipment used
