Principal System Administrator

Under the direction of an Information Technology Architect 2 within Chief Administration Office, Human Resources (HR), the Principal System Administrator will be responsible for designing and overseeing the implementation of secure and efficient enterprise applications, requiring minimal traditional coding, to meet client agency business needs. The position will research and analyze internal business processes to optimize and automate them. It will collaborate with business stakeholders and end users to gather and document software requirements and work closely with developers to design, test, and implement new software features and updates. Duties include but are not limited to the following: Administer the HR systems (e.g., Workday, SharePoint, DocuSign, Angular Forms), focusing on complex configuration, security architecture, advanced workflows and data management strategies. Analyze data quality, consistency and integrity across all HR reporting and analytics processes. Identify opportunities to streamline and automate HR processes through system capabilities and integrations. Partner with HR, other ITS teams, and external vendors on system optimization projects and process improvements, taking a lead role in the technical design and implementation. Design the data architecture and infrastructure to support interactive dashboards and reports using internal databases, Power BI, and Workday, ensuring scalability, security and performance. Implement solutions integrating multiple data sources and services, including API and REST services, with a focus on security and performance optimization. Lead the troubleshooting and resolution of the most complex system issues, working with internal teams, external vendors and the HCM vendor's support organization as needed. This includes root cause analysis and preventative measures. Collaborate with the project team to provide and report system updates to senior leadership. Deliver accurate, timely and user-friendly reports. Oversee HR technology solutions to ensure they meet relevant security policies and regulations. Implement and maintain security best practices. Analyze workforce data to identify trends, metrics, and actionable insights that inform talent, compensation and organizational decisions. Assess vendor and systems service levels to ensure agreed upon standards and deliverables are met or exceeded. Propose and implement new interfaces, customizations, extensions, and 3rd party applications. Develop custom applications using no code or low code solutions to meet specific business needs, including designing user interfaces, workflows, and data integrations. Minimum Qualifications: Six (6) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of various IT disciplines and how they intersect within large-scale organizations. At least two (2) years of IT experience must be in low code software analysis or a related technical role. Education/Experience Substitutions: Earned college degrees in computer science, analytics, human resources, data science, or a related field of study may substitute for the specified years of broad IT experience as follows: Associate's degree substitutes for 2 years of experience. Bachelor's degree substitutes for 4 years of experience. Master's degree substitutes for an additional 1 year of experience. Doctoral degree substitutes for an additional 2 years of experience. Preferred Qualifications: Preference for candidates holding relevant rapid application development certification. At least 3 years serving as an administrator for a complex SaaS or ERP system, including configuration, security, workflows and data management. 8+ years of experience with increasing responsibility supporting complex SaaS systems. At least a bachelor's degree in computer science, analytics, human resources, data science or a related field. At least 4 years of SQL query builder experience. Well-developed analysis and problem-solving abilities, adept at thinking critically about software and its potential flaws to troubleshoot issues. Excellent communication skills to effectively document and relay issues to cross-functional teams for resolution. Basic knowledge of SQL, HTML, CSS, JavaScript, and general Web 2.0 techniques. Intuitive understanding of turning ideas into working applications using a drag-and-drop visual environment. Experience with database management and integrations with external systems. Ability to adapt to new features and updates on low-code platforms. Strong coordination skills to work with IT and security professionals, as well as other developers and departments.
