Financial Advisor Position
The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders. This position is located within the Department of the Interior, Office of the Secretary, Office of Aviation Services in Boise, Idaho. At the full performance level GS-13 the major duties of this position include but are not limited to the following: Serves as the principal financial advisor to the Office of Aviation Services (OAS), providing strategic direction on budget formulation, execution, and resource planning. Analyzes financial trends, monitors obligations, and ensures fiscal integrity through proactive evaluation and corrective action. Leads and coordinates the administrative and budget workload across OAS, establishing priorities, allocating resources, and driving process improvements for operational efficiency. Oversees administrative operations including payroll, supply and property management, fleet services, travel, records, and facility management. Tracks staffing levels and personnel ceilings; advises on workforce planning, retention, and development. Collaborates with HR on complex personnel issues to support a productive and engaged workforce. Manages procurement activities, validates invoices, and serves as the Agency/Organization Program Coordinator for the Departmental credit card program. Performs Contracting Officer's Representative duties to ensure contract compliance and technical oversight. Supervises administrative and program support staff, sets performance standards, provides feedback, and supports employee development. Participates in hiring, training, and workforce planning, fostering a culture of accountability and continuous learning. Telework:
The Office of Aviation Services has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information:
GS-13: $105,383 (Step 1) - $137,000 (Step 10) per annum. This vacancy may be used to fill additional positions as vacancies become available. Conditions of Employment:

Minimum Qualification Requirements: To qualify for this position, you must meet the specialized experience for the series to which you are applying. Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience managing a range of administrative functions such as space and facilities management, fleet account management, procurement, supply and property oversight, and records management. Experience developing, executing, or monitoring organizational budgets, including full-time equivalent (FTE) allocations and expenditures. Experience performing or supporting Contracting Officer's Representative duties related to service contract monitoring and administration. Experience tracking or analyzing workforce metrics and recommending strategies to optimize staffing. Note:
