Overview

MSM North America (MSM-NA) is seeking a highly experienced On-Site Program Manager to oversee the execution of large-scale construction and facility readiness projects at the Iowa Army Ammunition Plant (IAAAP). This role will serve as the primary on-site representative, responsible for managing day-to-day operations, coordinating engineering, construction, installation, and readiness activities in support of U.S. Government programs. The position requires a proven leader with strong technical, contractual, and operational oversight skills to drive success in a high-compliance defense environment. Key Responsibilities

Leadership & Representation Serve as MSM-NA’s on-site leader and primary liaison with U.S. Government stakeholders Ensure alignment with program objectives, contractual obligations, reporting requirements, and compliance standards Foster collaboration among cross-functional and subcontractor teams to achieve project milestones Site Management Oversee daily site operations, ensuring alignment with safety, security, and compliance requirements Coordinate site activities related to permitting, construction, inspections, utilities, and equipment readiness Monitor site logistics, schedules, and deliverables to maintain progress against project timelines Engineering & Technical Oversight Lead on-site engineering staff and subject matter experts (SMEs) Review, validate, and approve technical submittals from subcontractors (design, safety, environmental, and compliance) Ensure engineering solutions meet quality standards, contractual requirements, and regulatory expectations Configuration Management Maintain control of technical baselines and ensure all changes are properly documented and approved Subcontractor Management Supervise subcontractor performance, enforcing contract requirements and adherence to safety, environmental, and security protocols Oversee equipment delivery and installation, readiness activities, and site logistics to ensure scope, schedule, and budget adherence Provide routine updates to MSM-NA leadership and government stakeholders, including progress reports, risk assessments, and issue escalation Respond to site delays, conflicts, and emergent issues with proactive mitigation strategies Qualifications

Education Bachelor’s degree in Engineering, Construction Management, or related technical discipline required Experience 12–15 years of experience in engineering management or large-scale construction/facilitization projects, preferably in defense, government, or highly regulated environments 8+ years in a management capacity with direct responsibility for subcontractor oversight and cross-functional team leadership Demonstrated experience coordinating with U.S. Government stakeholders and managing projects under DoD or federal acquisition environments Strong technical background in facility design, construction, safety, and environmental compliance Skills Proficiency in project management tools (MS Project, Primavera, or equivalent) Strong knowledge of FAR/DFARS flow-down requirements, OSHA standards, and MIL-STD/UFC facility requirements Excellent communication and stakeholder management skills, with the ability to interface effectively with senior executives, government officials, and subcontractors Highly organized, detail-oriented, and capable of managing multiple concurrent priorities under tight deadlines Additional Requirements Ability to obtain or maintain a U.S. Government Security Clearance Onsite presence required for internal readiness, customer audits, or operational milestones Travel up to 15% as needed MSM North America is an Equal Opportunity Employer.
