Overview
Director of Employee & Labor Relations at Montgomery County Public Schools.
Under the direction of the Chief Talent Management Officer, the Director of Employee & Labor Relations manages all aspects of employee relations across administrators and supervisors, certificated staff, and support staff. This position provides guidance on the interpretation and administration of negotiated agreements, oversees grievance and administrative complaint procedures, and fosters collaborative relationships with employee associations/union and employees. The Director also oversees the Employee Assistance Program (EAP), including mediation/dispute resolution services and supervisory support programs. PHYSICAL DEMANDS: None SPECIAL REQUIREMENTS: Some evening and weekend work as needed
Responsibilities
- Manage all aspects of employee relations across administrators and supervisors, certificated staff, and support staff.
- Provide guidance on the interpretation and administration of negotiated agreements.
- Oversee grievance and administrative complaint procedures.
- Foster collaborative relationships with employee associations/union and employees.
- Oversee the Employee Assistance Program (EAP), including mediation/dispute resolution services and supervisory support programs.
- Support implementation of policies and procedures in alignment with laws and regulations.
Compensation and Work Information
The wage range for this position is between $138,683 and $193,078. Special requirements include some evening and weekend work as needed. Location: Rockville. Schedule: Full-time. Working Months: 12. Job Posting: Sep 5, 2025.
Qualifications
- Master's degree in Public Administration, Personnel, Labor Relations, or related field.
- Minimum of three (3) years' experience in employee relations, grievance/arbitration handling, and contract administration.
- Experience overseeing employee support programs or mediation services preferred.
- Knowledge of Maryland labor laws and collective bargaining regulations.
- Ability to interpret, apply, and explain rules, regulations, policies, and procedures to a broad audience.
- Strong organizational, communication, and human relations skills.
- Ability to navigate complex organizational structures and build consensus among diverse stakeholders.
- Familiarity with the MCPS Professional Growth Systems (PGS) evaluation criteria and procedures or ability to quickly obtain and apply PGS.
