Role Responsibilities

  • The position will report to the Senior Director, Government Relations.
  • Leverage the candidate’s pre-existing network and the KBR Government Relations function’s network to provide timely, proactive congressional advocacy for KBR’s positions in critical areas such as defense, intelligence, space, and homeland security
  • Strengthen relationships with senior executive branch officials and with key Members, Staff, and Committees on Capitol Hill, especially those responsible for defense, intelligence, national security, NASA, NOAA, space, and homeland security in a way that advances KBR’s priorities, programs, and brand
  • Represent KBR before Members of Congress and their staff on Capitol Hill, and in their home states and districts
  • Advance the priorities and needs of KBR on Capitol Hill and with the executive branch consistent with the goals and metrics established by KBR
  • Provide effective and continuous communications with KBR business leadership regarding ongoing Capitol Hill efforts, upcoming events, status of priorities including appropriations and legislative language requests and other information which affects the company’s strategic goals and objectives
  • Engage directly and frequently with the KBR Business Leaders and Program Managers to determine where Congress and federal advocacy could be leveraged to advance their programs
  • Maximize the use and effectiveness of KBR’s suppliers, industry groups, and trade associations, as well as outside consultants, advisers, and experts, to advance KBR’s goals, priorities, and strategies
  • Conduct analyses of legislative initiatives and policy proposals, and how these interact with executive branch policies and procedures, with a focus on broad budgetary trends and company operations, strategic planning, and interactions with the government
  • Monitor congressional activities and take action to ensure company interests are protected
  • Attend congressional hearings, conferences, meetings, and special events as necessary to advance KBR’s goals and provide valued service to customers
  • Plan and support visits by company leaders to Capitol Hill and by Members / staff to KBR’s facilities for educational and / or constituent support purposes
  • Support the KBR Political Action Committee administration and compliance efforts as needed, to include attending PAC events

Minimum Qualifications

  • U.S. Citizenship (active security clearance is a plus)
  • A substantive knowledge and understanding of the federal procurement processes and acquisition strategies to include policy development and implementation with a knowledge of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) compliance regulations. Relevant executive branch, industry, and congressional networks

Highly Desirable Qualifications

  • Bachelor’s degree plus 8 to 10 years professional experience
  • Extensive knowledge and experience in U.S. Government budget policy and processes, authorization and appropriations cycles, and the cultures and key players in each area.
  • Substantial experience working in Defense, NASA, NOAA, Homeland Security authorization and appropriations issues in the U.S. Congress
  • Experience working with or for government customers, decision-makers and senior officials in the legislative and executive branches of federal government
  • Excellent interpersonal and communications skills (including presentation and influence)
  • Demonstrated success working in a team environment
  • Demonstrated ability to make effective presentations and communicate persuasively in a way that can confidently and positively shape the views and expectations of Members of Congress, Professional Staff Members, Senior Executive Branch officials, and corporate executives
  • Experience managing multiple stakeholders, both internal and external, in a way that keeps them fully informed of progress, ongoing activities, and next steps
  • Self-starter who can manage time and multi-task effectively
