We're thrilled to announce an exciting opportunity to join our Viasat Government People & Culture (P&C) team as a Director, People and Culture Technology and Services. This hybrid role offers the best of both worlds: meaningful collaboration in our Carlsbad office and the flexibility of remote work.

The Director, People & Culture Technology and Services is responsible for leading the strategy implementation, and management of VGOV’s HRIS platforms and shared services delivery. This role ensures the integrity, scalability, and compliance of core people systems while driving service excellence across employee lifecycle processes. The Director P&C Technology and Services translates objectives and user needs into technical requirements and system enhancements and leads a team that supports HR operations, data governance, and employee experience through technology-enabled solutions and centralized service delivery.

Operating in a highly regulated defense environment, this leader partners across People & Culture, IT, Legal, and business units to ensure systems and services are secure, efficient, and aligned to VGOV’s mission and workforce strategy.

The day-to-day

HR Technology Strategy & Governance

  • Lead the strategy, implementation, and optimization of HRIS platforms (e.g., Workday), ensuring alignment with business needs and compliance requirements
  • Partner with IT and vendors to manage system upgrades, integrations, and data security protocols
  • Own data governance, system configuration, and reporting frameworks across the employee lifecycle
  • Ensure systems support talent, compensation, performance, and organizational design processes

Shared Services Operations

  • Oversee centralized P&C service delivery including onboarding, offboarding, employee data management, and lifecycle transactions
  • Develop and maintain service level agreements (SLAs), knowledge bases, and escalation protocols
  • Drive continuous improvement in service delivery through automation, employee self-service initiatives, analytics, and employee feedback to improve efficiency and user experience.
  • Ensure compliance with labor regulations, audit standards, and internal controls
  • Ensure multi-tiered service delivery and standardized processes across the organization.

Data & Reporting

  • Deliver enterprise-wide HR reporting and analytics to support decision-making and workforce planning
  • Maintain data integrity and audit readiness across all people systems
  • Partner with Talent, Compensation, and Organizational Design to align reporting with strategic priorities

Team Leadership & Stakeholder Engagement

  • Lead and develop a high-performing team of HRIS analysts and shared services professionals
  • Partner with P&C leaders and business stakeholders to ensure systems and services meet evolving needs
  • Serve as a strategic advisor on technology and service delivery during reorganizations, M&A, and transformation initiatives

What you'll need

  • Bachelor’s degree in human resources, Information Systems, Business, or related field; advanced degree preferred
  • 10+ years of progressive experience in HR technology, shared services, or HR operations leadership
  • Deep expertise in HRIS platforms (e.g., Workday), data governance, and service delivery models
  • Strong analytical, stakeholder engagement, and change management skills
  • Experience in defense, aerospace, or highly regulated industries preferred

Salary range

$149,000.00 - $236,000.00 / annually. For specific work locations within San Jose, the San Francisco Bay area and New York City metropolitan area, the base pay range for this role is $185,500.00- $278,500.00/ annually
