We are seeking a motivated, qualified individual to join our company as a Procurement Manager who will support operational needs by managing vendor relationships, developing procurement strategies, negotiating contracts, analyzing pricing, and ensuring all procurement activities comply with organizational standards and regulations. The ideal candidate will excel in a fast-paced environment and possess strong experience working with vendors and cross-functional internal teams.
Responsibilities & Duties
- Oversee procurement operations across all service lines, ensuring the efficient and cost-effective sourcing of supplies, equipment, materials, and services essential to disaster response and recovery efforts.
- Establish and maintain strong vendor relationships by identifying, vetting, and onboarding new vendors to support disaster response and recovery projects nationwide, while ensuring compliance requirements such as Certificates of Insurance (COIs) are met.
- Collaborate with legal/general counsel on contract terms, risk mitigation, and compliance with regulatory standards.
- Manage and maintain a pipeline of vendors and service providers in collaboration with RFP and project teams.
- Lead and support the development, negotiation, and execution of contracts from key suppliers, ensuring terms are secured that protect cash flow and maintain project integrity.
- Analyze and manage pricing structures, rate sheets, and bid responses; work with pricing and account management teams to ensure accurate and competitive proposals.
- Regularly update rate sheets and procurement documents to reflect current market conditions and supplier changes.
- Maintain all procurement contracts and vendor records up to date.
- Support coordination with governmental agencies as needed to ensure rapid deployment and effective project execution.
- Promote strong communication and collaboration between procurement, operations, and project teams to ensure alignment, accountability, and timely delivery of support.
- Continuously evaluate and improve procurement processes, systems, and vendor workflows to increase operational efficiency and responsiveness during emergency deployments.
- Proactively resolve procurement-related issues, including supply chain disruptions, vendor delays, and last-minute project demands to ensure seamless execution.
- Additional duties and assigned special projects as delegated by manager.
- High school diploma or equivalent required; additional education such as an associate or bachelor's degree in business, supply chain management, or a related field is a plus.
- Minimum five (5) years of high-volume procurement or supply chain experience, ideally in emergency response, construction, or related industries.
- Proven experience in contract negotiation with a strong understanding of commercial terms and legal compliance.
- Experience working with government agencies or within disaster recovery programs is a plus.
- Experience with procurement software, as well as proficiency in Microsoft Office Suite and Adobe Acrobat.
- Valid driver's license.
- Ability to travel as needed, including short notice during emergencies.
- Strong understanding of procurement principles, vendor management, and supply chain logistics.
- In-depth knowledge of contract terms, legal compliance, and risk mitigation practices.
- Familiarity with emergency response operations and rapid deployment logistics, is a plus.
- Understanding of pricing structures, rate sheets, and cost analysis.
- Knowledge of governmental agency coordination and regulatory compliance related to disaster response, is a plus.
- Excellent negotiation, communication, and relationship-building skills.
- Strong organizational and time management skills with the ability to manage multiple priorities.
- Strong analytical and problem-solving skills to evaluate vendor performance, assess pricing, and respond effectively to supply disruptions or urgent operational needs.
- Ability to be flexible and adaptable to changing priorities.
- Ability to read, write, and comprehend associated documents.
- Ability to understand and follow oral and written instructions.
- Ability to follow all company policies and procedures.
- Willingness to work outside of regular work schedule when necessary.
