Deputy Treasurer – Tax Collector .

The Position The Deputy Treasurer – Tax Collector plays a key leadership role in guiding the operations of the Treasurer – Tax Collector’s Office. The position is responsible for assisting in the planning, organization, direction, and oversight of office activities; developing and implementing goals, policies and priorities; and providing high-level and complex administrative support to senior level management. Working under the general direction from the Treasurer – Tax Collector, the Deputy exercises direct and indirect supervision over professional, technical, and clerical staff; and serves as the acting Treasurer – Tax Collector when needed. The Deputy Treasurer – Tax Collector is responsible for, but not limited to, the following: Provide highly responsible administrative, financial and management assistance to the Treasurer – Tax Collector in planning, organizing, directing and reviewing all functions and activities as assigned by the Treasurer – Tax Collector. Direct, supervise, and guide assigned staff by establishing goals, policies, procedures and performance standards and specific measures, conducting at least annual evaluations of the staff members' performance, and counseling staff members regarding their performance and career development consistent with the mission and expectations. Consult with and advise other County staff and the public regarding County-wide treasury management policy issues, including banking, and participate in the development of standards, programs and measures relating to these policies. Consult with County staff and outside agencies in the formulation and legalities involved with the issuance and administration of special assessment debt. Monitor County policies to ensure compliance with federal, state, and local legislation. Consult and cooperate with other department managers on all aspects of the work of the office; discuss improvements, develop alternative strategies for dealing with problems; assist in implementation of solutions, as necessary. Direct and counsel staff in planning, resource allocation, budgeting and record systems needed to meet the department's responsibilities. Prepare and administer the departmental budget. Successfully develop, control and monitor departmental budget performance measures. Perform a variety of special assignments; prepare complex analytical and statistical reports in all areas of departmental management. Recommend systemic improvements that create efficiencies and savings for the County as a whole as well as the Treasurer – Tax Collector’s Office. Act as the Treasurer – Tax Collector in his/her absence. Perform related duties as assigned. The Ideal Candidate Will Possess
Demonstrated experience in financial management, budgeting, treasury operations, and applying fiscal policies and regulations. Proven ability to lead, supervise, and develop professional, technical, and clerical staff. Strong analytical and strategic thinking skills with a track record of improving efficiency and effectiveness. Excellent communication and collaboration skills, with the ability to work effectively across departments, agencies, and with the public. Principles and practices of organizational and systems analysis, research methods and human resource planning. Principles and practices of pension fund administration and actuarial analysis. Principles and practices of budget preparation and administration. Supervise and coordinate a wide variety of administrative and operational activities related to the Treasurer – Tax Collector’s Office. Coordinate section activities with other departments, programs and/or outside agencies. Direct and participate in the analysis of a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations. Negotiate agreement between differing individuals and groups of individuals. Establish and evaluate policies, procedures and controls related to the County's fiscal resources programs. Interpret policies, guidelines and procedures; develop recommendations for improvements, as necessary. Supervise, evaluate and train assigned personnel. Represent the County under diverse circumstances and prepare and deliver oral presentations to small and large groups. Identify existing or potential problems, secure relevant information from a variety of sources, determine probable cause(s), and effect appropriate solution(s). Successfully develop, control, and monitor departmental budget and expenditures. Effectively and persuasively communicate both orally and in writing. Establish and maintain effective work relationships with those contacted in the performance of required duties. Education and Experience Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Three years of increasingly responsible experience performing a wide variety of duties related to fiscal resource management including one year in a senior level administrative or management position.
