Role Statement for Parking & Code Compliance Officer: Patrols downtown area leased parking lots, and other parking regulated areas within the City; enforces city and state motor vehicle, parking laws, ordinances, codes, and regulations; interacts with the public regarding enforcement issues and general information matters; services and maintains parking enforcement equipment, such as meters, parking machines, and signs. Maintains City's parking lot striping and leased lot stall designations; interacts with the public regarding enforcement issues and general information matters; coordinates resources and educational training; involved in planning and maintenance activities of City managed parking areas; and assists in the code compliance efforts for code violations of municipal codes and ordinances primarily within the Downtown Districts. Distinguishing Features of the Class: In addition to the role statement, the principal function of an employee in this class is to maintain an accurate daily accounting of all records, information, lease agreements, tickets, payments, leased parking billings, and all related parking activities. The work is performed under the general lead and direction of the Code Compliance Supervisor, but some leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned lead, supervisor, other City employees, and the public. The principal duties of this class are performed in various City parking lots, street systems, and outdoors with exposure to varying weather and traffic conditions. The code compliance portion of this position differentiates from the Code Compliance Officer I position in that this is a development position for possible career progression into a Code Compliance Officer I position. Essential Functions of the Position: Enforces motor vehicle, parking laws and regulations; patrols streets, alleys, and common city-owned properties on foot, bicycle, or in vehicle Identifies vehicle, and parking control illegalities and determines, writes, and/or issues citations or warnings in accordance with City, and/or state laws, regulations, ordinances, and procedures. Responds to calls of possible illegal parking activity or complaints related to areas of responsibility; Within the scope of responsibility and expertise, may assist and coordinate with the local police and or code enforcement department, fire department, or other law enforcement or public safety agencies as necessary. Interacts intensively with the public on an ongoing basis; receives, listens to, and skillfully handles parking enforcement issues and complaints; educates the public regarding parking regulations and citations; answers questions from the public regarding city geography and other general matters; as necessary, researches and responds to customer complaints, questions, and concerns or refers complaints and requests to a supervisor or other departments as warranted, and responds to citizens questions and comments in a courteous and timely manner. Reviews and evaluates the validity of contested citations within the scope of responsibility and authority; composes and sends appropriate responses; when appropriate, dismisses citations; requests lead and/or supervisor's assistance, guidance, and/or intervention as needed and provides clear, concise documentation and explanation; as necessary. Prepares for, appears, and testifies in court. Services and maintains parking enforcement equipment and vehicles. Assists in the tracking and management of all financial accounts for leased parking and prepares reports. Monitors the proper functioning of all assigned parkin equipment. Notifies supervisor of all equipment malfunctions that require repair outside the scope of expertise. Identifies curb repainting and signage needs and recommends resolution to supervisor; cleans and gases vehicles. Coordinates directly with other divisions of the city to address potential hazards such as sidewalks, trees, shrubs, vehicles, streets, and safety improvement. Research property ownership, variances, Temporary Use Permits, and other documentation, including issuing correction notices and maintaining records of inspections, notices, and other correspondence. Performs abatement of hazardous or public nuisances, which may include issuing citations for non-compliance, including providing information to City legal staff to prepare cases of violation, and testifying in court as required. Identify and monitor corrective actions to be taken by property owners; conduct initial and follow-up investigations of violations of state and local laws, ordinances, or codes; and prepare and issue infraction/misdemeanor citations for violations of City Codes. Appears as a witness in court, provides staff reports or presentations before the Planning and Zoning Commission and/or City Council, and conducts training for various city officials and required training on an as-needed basis for education, or t
