Location: Quantico, VA (On-Site/Office) Clearance Required: Active Top Secret Employment Type: Full-time, exempt Travel: None Experience Level: 10+ years Industry: Federal Government / Law Enforcement Training Benefits: Competitive benefits package About the Opportunity: A federal-focused training and education consultancy is seeking an Instructional Systems Specialist to support a prestigious law enforcement agency's Training Division (TD). The mission of the division is to deliver high-impact training and development programs to both internal staff and partner agencies across the national security landscape. This role focuses on creating instructional materials and programs that align with federal standards using proven models such as ADDIE and the Kirkpatrick Evaluation Model. The specialist will support curriculum design, evaluation, and content development that directly impacts workforce capability and performance. Key Responsibilities: Follow a structured Instructional Systems Design (ISD) process as outlined in agency manuals Develop curriculum and training content using the ADDIE model Analyze training needs and perform job/task analysis Develop learning objectives, delivery strategies, and course materials Conduct Level 13 evaluations using the Kirkpatrick Model Ensure alignment of objectives, tasks, and assessments Contribute to test and curriculum validation processes Minimum Requirements: Bachelor's degree in a related field (or 15+ years of experience in lieu of a degree) 10+ years of experience in education, instructional design, or training development Strong understanding of instructional models, including ADDIE and Kirkpatrick Experience with LMS platforms, authoring tools, and multimedia content creation Excellent writing, analysis, and documentation skills Must have a verifiable active Top Secret clearance Highly Preferred Qualifications: Master's degree in instructional design, education, or a related field Background supporting DoD or federal training programs Experience with the FBI Training Division ecosystem
