Position Summary
The Project Manager II is a professional position responsible for coordinating and acting as liaison between various Solid Waste Authority departments, County/State/Local agencies, Consultants, Contractors, and Subcontractors in order to expedite the timely planning, design, data collection and completion of Solid Waste Authority construction projects, surveys, and studies. The position performs reviews of design drawings, specifications, bid documents, permit applications and other various related contract administration activities. The position frequently requires a flexible work schedule to meet project demands. This position reports to the Director of Project Management and Facility Development and requires persistence, reliability, dependability, and accountability in all aspects of the defined role.
The full salary range for this position is: (Min. $81,910.40 - Max $155,625.60). Essential Functions & Knowledge, Skills and Abilities
Coordinates and acts as liaison between various Solid Waste Authority departments, government agencies, Consultants, Contractors, and Subcontractors in order to expedite the timely planning, design, data collection and completion of Solid Waste Authority construction projects, surveys, and studies. Monitor work progress on SWA construction projects; perform field measurements on construction activities to enforce compliance with project design and bid documents. Prepares sketches, technical specifications, quantity surveys, volume calculations, and field measurements for in-house projects performed either with Solid Waste Authority personnel or through outside contractors. Reviews design drawings, specifications, bid documents, permit applications and other various related project administration activities. Reviews and recommends for payment periodic requisitions, invoices and supporting data from Contractors or Consultants. Monitors building construction progress on Solid Waste Authority's construction projects through on-site inspections. Prepares and writes daily reports; reviews and compares construction drawings and contract documents with actual field construction; field inspections of construction activities in progress; obtaining measurements for progress payments; maintains project records; reviews construction schedules, pay requests, change orders, boundary surveys, as-built surveys, quantity surveys, record drawings, property deeds, legal descriptions and easements; maintains detailed project record documents. Performs field measurements on construction activities to assure compliance with project design documents. Prepares scopes, supervises design, Value Engineering (VE) reviews and recommendations, estimates cost, directs bidding, recommends award, and provides administration of construction/survey related projects. Assists in preparation of Requests for Proposals (RFP), negotiations for Consultant Service Agreements (CSA), and preparation of bid documents. Minimizes project delays by resolving any unexpected issues relating to design, permitting, bidding, or construction. Works with personnel from Solid Waste Authority Operations and other staff members to assure all projects beneficially impact operations. Assists in the inspection of projects for substantial completion and prepares lists of any deficiencies. Perform related duties as required. Considerable knowledge of solid waste management facility design, permitting, construction, and operations. Considerable knowledge of Florida Building Codes and construction practices. Familiarity with the Engineers Joint Contract Documents Committee (EJCDC) General Conditions Familiarity with the Consultants Competitive Negotiation Act (CCNA). Ability to develop effective working relationships with employees and vendors. Ability to review documents for accuracy, completeness, and compliance; compile data and information for reports; compose letters and memoranda. Ability to identify, track, and resolve technical and complex project issues, to meet deadlines. Demonstrate excellent computer skills and proficiency in MS Office Suite, including Outlook, Word, PowerPoint, and Excel. Education, Experience, Certificates and Licenses
The ideal candidate possesses the education and experience listed below
A Bachelor's degree from an accredited college or university in an engineering discipline, preferably civil, electrical, mechanical, or architectural; a degree in construction management may be considered. Minimum of eight (8) years of experience, training or equivalent combination of education and experience with a preference for experience in Construction Project Management. CERTIFICATIONS AND LICENSES Valid Florida Driver's License. State of Florida Professional Engineer (PE) preferred. Possession of Project Management certification or General Contractor (GC) certification in the State of Florida preferred.
