Purpose of Classification
The Planner III performs advanced professional urban planning work with limited supervision. Employees in this classification are responsible for complex planning assignments requiring technical expertise, problem-solving, and independent judgment. Planner III serves as a technical resource for junior staff, reviews and analyzes major development applications, and contributes to long-range and current planning projects. This position bridges the gap between the Planner II and Senior Planner roles, handling more complex tasks than Planner II while not carrying the same level of leadership or policy oversight as Senior Planner.
Essential Functions
Reviews, analyzes, and processes complex development applications, rezoning requests, site plans, variances, annexations, and comprehensive plan amendments for compliance with City codes, policies, and State statutes.
Prepares detailed staff reports, findings, and recommendations for presentation to the Planning & Development Board, City Commission, and other advisory bodies.
Provides professional planning expertise to citizens, developers, consultants, and City staff on zoning, land use, and urban design issues.
Conducts advanced research and analysis related to land use, housing, transportation, environmental sustainability, and economic development.
Prepares maps, graphics, and other visual materials using GIS and related software to support planning initiatives.
Drafts code amendments and assists in updates to the City’s Comprehensive Plan, Land Development Regulations, and design guidelines.
Facilitates public meetings, workshops, and stakeholder outreach sessions to gather input on planning initiatives.
Serves as project manager for medium to large-scale planning projects, coordinating across City divisions and outside agencies.
Provides mentorship and technical guidance to Planner I and Planner II staff, reviewing work for accuracy and completeness.
Assists Senior Planner and Planning & Zoning Director in strategic planning initiatives, grant applications, and special studies as assigned.
Minimum Qualifications
Bachelor’s degree in Urban/Regional Planning, Architecture, Public Administration, Geography, or a related field.
Five (5) years of progressively responsible experience in municipal planning, zoning, or land development review.
Master’s degree in Planning or related field may substitute for one (1) year of experience.
American Institute of Certified Planners (AICP) certification preferred.
Supplemental Information
Strong understanding of Florida planning statutes, zoning practices, comprehensive planning, and land development regulations.
Knowledge of site planning, urban design principles, and environmental review processes.
Proficiency with GIS, Adobe Creative Suite, and Microsoft Office applications.
Ability to interpret and apply codes, regulations, and technical data to real-world development proposals.
Strong oral and written communication skills for preparing reports and conducting public presentations.
Ability to manage multiple projects with competing deadlines.
Strong analytical and problem-solving skills with independent judgment.
Ability to provide mentorship and technical support to less experienced planners.
