Long Term Care Policy Specialist

The Long Term Care Policy Specialist position is the staff authority for the eligibility policy for Long Term Care (LTC) for Medical Assistance Programs. The Department relies on this position for its high level of expertise and knowledge base to shape policy and guidance with respect to client eligibility and LTC Medical assistance. This position's recommendations and proposed directions are required to support the Department's mission and long-term goals in implementing and maintaining eligibility criteria for LTC Medicaid clients. Typical duties include, but are not limited to: Design strategy, processes, guidelines, rules, and standards that have a direct impact on client eligibility requirements and long term care program benefits. Guide, decide upon and the implementation of eligibility policy specific to Long Term Care (LTC). Position is the key decision maker for the Department regarding Long Term Care policy and relied upon for critical decisions. Resource to the program leads and management for the eligibility policy section regarding the implementation of eligibility policy specific to LTC. Relied upon by the Department's management, the Department's sister agencies such as CDHS and other external partners and stakeholders in workgroups, steering committees and other internal and external meetings. Critical thinking and in-depth analysis based on subject matter expertise and professional experience, position designs strategy, processes, guidelines, rules, and standards that have a direct impact on client eligibility requirements and LTC program benefits. Direct management and policy to increase effectiveness or to ensure compliance. Position directs communications about program changes that impact eligibility site partners. Administration, implementation, and oversight of all aspects of Medical Assistance Programs eligibility. Interpret the regulations, determine policy recommendations for state options, and facilitate and solicit stakeholder input. Provide Medical Assistance eligibility policy guidance to the Department. Research and analyze policy issues, directs rule and memo letter changes, updates State Plan Amendments to align with rule updates, prepares fiscal reports, and works with statewide eligibility sites and members on eligibility issues. Guide further development of the Medical Assistance eligibility policies as it relates to eligibility site accuracy reviews and rule writing. Assess the need for methods to implement educational engagement with stakeholders and training programs. Direct the design and development of standardized training material and tools for statewide distribution. Communicate changes through formalized training, written materials and participation in conferences and workgroups. Policy lead for the eligibility system policy needs managed by Colorado Department of Health Care Policy and Financing (HCPF) for Medical Assistance programs. Interpret the regulations, providing policy direction for state options, review other states policy implementation and facilitate and solicit stakeholder input. Minimum Qualifications: Experience Only: Seven (7) years of professional experience in an occupational field related to the work assigned to the position, such as determining eligibility for public assistance programs at a county or state level; OR Education and Experience: Bachelor's degree from an accredited institution in a field of study related to the work assignment; AND three (3) years of professional experience determining eligibility for public assistance programs at a county or state level. Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following: An associate will count as two years of experience A bachelor's will count as four years of experience A master's degree will count for six years of experience A doctorate or juris doctorate degree will count for seven years of experience Preferred Qualifications: Prior state experience related to the duties of this position Experience working with Medicaid and CHP+ policies and programs Experience with monitoring and oversight of public assistance programs, including the ability to conduct audits or reviews, ensuring program compliance Experience communicating with external stakeholders Conditions of Employment: All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment. This position requires some in-state and overnight travel, and flexibility with work hours to accommodate the needs of our customers.
