Overview

The City of Oxnards Housing Department is seeking a

Grants and Compliance Services Manager

to lead, oversee, and perform work activities within the Grants Management and Rent Stabilization Divisions. The Grants Management Division is responsible for administering the City of Oxnards Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME) and Emergency Solutions Grant (ESG) Programs. The Rent Stabilization Division is responsible for implementing the City of Oxnards Rent Stabilization and Just Cause Tenant Protection Ordinances. The ideal candidate will possess strong technical, interpersonal, and management skills. Applicants with a broad range of relevant experience or specialized experience in one of the areas of responsibility are encouraged to apply. What Youll Do

Administer the Citys HUD Grant Programs in accordance with federal regulations. Key functions include, but are not limited to: develop and submit required planning documents, manage and/or design HUD-funded projects or programs, prepare and submit reports and funding reimbursements. Administer the Citys Rent Stabilization and Just Cause Tenant Protection Ordinances. Key functions include, but are not limited to: conduct community outreach, manage consultant tasks, monitor legislation and applicable laws that impact the ordinances, make policy recommendations, authorize the issuance of citations, and process hearings regarding violations of the ordinances or fair rate of return petitions. Prepare complex reports; receive, sort and summarize material for preparation of reports; and make presentations. Consult and work with other City departments regarding complex interdepartmental projects and programs. Select, direct, assign, train, and evaluate professional and administrative support personnel. Direct, manage, and coordinate consultant tasks and review deliverables. Develop and administer division budgets, monitor expenditures, and participate in the development of annual budgets; and Perform other related duties as assigned. Qualifications

Bachelors degree in business or public administration, urban planning, finance, accounting or a related field. Experience:

Six (6) years of journey-level professional experience in area related to assignment and two (2) years of supervisory experience. Licensing/Certifications:

Possession of, or ability to obtain, a valid class C California driver's license may be required. Other Requirements:
