This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The Iowa Insurance Division is now recruiting motivated attorneys interested in regulatory compliance and possessing an aptitude for the insurance markets and its products to work in our Enforcement Bureau as an Attorney 3. The Division is seeking candidates who have demonstrated high-quality analytic skills in school and the work environment. The position will concentrate on issues related to Pharmacy Benefit Managers (PBMs). The Attorney 3 will perform advanced legal work and represent the Division in administrative contested case hearings before the Commissioner (or ALJ). The Attorney 3 will also assist the Enforcement Bureau Chief in providing guidance to other attorneys within the Enforcement Bureau. Other duties include: Perform advanced legal research and, under the direction of the Bureau Chief, provide confidential legal advice and counsel to the Commissioner and other officials in the Division on division-related enforcement, goals, policies, mission, and legal questions. Assist in the development and execution of market conduct inquiries related to PBMs. Assist leadership with PBM issues of national significance by participating in national groups as assigned, communicating with other state regulators, and supporting multi-state initiatives. Draft or assist in the drafting of proposed legislation related to the regulations of PBMs. This position may also assist in the development of agency rule changes and internal policies and procedures. Aid leadership by preparing legal memoranda. Preferred skills: prior litigation experience and knowledge of health law, including issues related to PBMs. Benefits
