Code Compliance Supervisor

Under limited direction the Code Compliance Supervisor supervises the investigation and enforcement of codes and ordinances within the City of Treasure Island. Provides supervision and technical advice to Code Compliance Inspectors involved in field investigation and regulatory code compliance work. Work is performed under the general direction of the Community Development Director. Essential Job Functions include: Plan, organize, coordinate, and supervise the daily activities of the Code Enforcement Inspectors; monitor Inspector's work; provide performance feedback for subordinates; perform daily field activities assessing code compliance matters throughout the City. Conduct inspections and investigate complaints regarding city code and land development code violations; schedule routine and follow-up inspections, conduct periodic neighborhood surveys to determine violations. Prioritize and schedule work assignments, assist in reviewing payroll; conduct employment interviews; provide performance evaluations. Provide excellent customer service; receive and respond to citizen complaints regarding code compliance and violations in a timely, professional manner; support staff dealing with challenging cases and problematic responses. Provide technical advice and information relative to the investigation and enforcement of applicable codes and ordinances; assist in updating and revising various codes and ordinances, as necessary. Perform field inspections and prepare and maintain technical records and reports. Develop and deliver presentations before all city boards as required. Review Municipal Code Enforcement Board cases for completeness; conduct Municipal Code Enforcement Board Hearings and Special Magistrate Hearings. Assist department in the event of an emergency and may be required to work altered hours. Conduct inspections relating to the right to occupy and use real or tangible property or structures which are in violation of applicable laws, codes, or regulations. Conduct inspections relating to acts of persons in violation of laws, codes, and regulations relating to any environmental factors affecting the life, health, and welfare of the community. Prepare reports of findings. Prepare and mail correspondence and notices to occupants and owners as described by Florida Statutes. Post all properties which are scheduled for a Code Enforcement Hearing. Work may involve the review of building permit applications for issues related to code enforcement. Prepare and maintain records and written reports of findings and initiate correspondence and violation notices listing the violations and ordering that appropriate remedial action be taken. Track all code cases pertaining to deadlines for achieving compliance. Performs other duties as assigned. Minimum Qualifications, Licenses and Certifications include: Must be eighteen years of age or older; and Must have a high school diploma or GED equivalency; and Three (3) years' experience as a Code Enforcement Inspector or its equivalent; and Two (2) years' supervisory experience; or An equivalent combination of education, training, and experience Knowledge, Skills, and Abilities include: Knowledge of federal, state, and local housing, zoning, and related environmental laws, regulations and ordinances Knowledge of building maintenance practices Skill in the operation of a computer and associated programs and data systems and other modern office equipment used for researching and recording information Ability to retrieve information using a variety of source materials and to prepare and maintain moderately complex records, reports, case files and filing systems Must have scheduling flexibility and be able to work variable shifts including weekdays, weekends, evenings and some holidays Knowledge of word processing, spreadsheet and database software Ability to inspect properties for compliance with code, interpret and enforce laws, regulations, and codes with firmness, tact, and impartiality Ability to exercise good judgment and discretion in applying and interpreting departmental rules, regulations, policies, and procedures Ability to communicate and testify clearly and concisely, orally, and in writing to individuals and larger groups, and to understand and follow oral and written instructions Ability to effectively handle interaction with citizens and contractors in person and via email and telephone Ability to establish and maintain effective working relationships with employees and the public as necessitated by the work Ability to maintain information of a sensitive and/or confidential nature Licenses, Certifications or Registrations include: Valid Florida Driver's License FACE Certification Essential Physical Skills include: Acceptable eyesight (with or without corrections) Acceptable hearing (with or without aid) Ability to communicate both orally and in writing Ability to access, input and retrieve information from a computer Ability to walk and/or stand for extended periods of time Reasonable accommodation will be made for otherwise qualified individuals with a disability. Environmental Conditions: The work is sedentary and performed primarily indoors in a distraction heavy office environment with noise and frequent interruptions. The work requires mental acuity including the ability to make rational decisions through sound logic and deductive processes. Occasional outdoor work and construction site visits required. Special Requirements: Emergency Response Status: As a condition of employment, City of Treasure Island employees may be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
