Job Title: Transportation Management Center Operator

This position is critical to ensure effective management of the transportation network. It is responsible for providing critical safety information concerning roadways, 24 hours per day. It requires a great deal of judgment to draw information from various roadway sensors. The candidate must assign duties to shift workers and maintain the organization of the crew during demanding times to ensure optimal efficiency in the TMC. The position recommends new policies and procedures and ensures compliance with existing policies and procedures. The candidate conducts preparedness training to analyze points of weakness when responding to various public safety issues. Draws information from various sensors (weather, speed, visibility, traffic volume, webcams, automated vehicle locations systems, etc.) as well as from personal reports of plow operators, maintenance forepersons, and volunteer citizens. Gathers information from reports relayed to other WYDOT personnel, other states' DOTs, the Wyoming Highway Patrol, and the traveling public. Relays information via ITS devices (dynamic message signs, highway advisory radios, variable speed limit signs, flashing beacon system, etc.) as well as web and phone-based systems and direct communications. Conducts preparedness training to analyze points of weakness when responding to various public safety issues. Assign duties to shift workers and maintain the organization of the crew during demanding times to ensure optimal efficiency in the TMC. Knowledge: Knowledge of Wyoming's transportation system. Ability to multitask in a fast-paced environment under stressful situations; ability to adjust readily to changing priorities. Ability to learn new computer programs while having experience with common computer programs such as Microsoft Office. Ability to read, interpret, and communicate technical information. Ability to solve problems, prioritize duties, and complete required tasks effectively. Knowledge of troubleshooting techniques to resolve operational and technical issues. The ability to gather relevant information from a variety of sources and disseminate that information accordingly. Demonstrate effective written and verbal communication skills, including proper English diction, grammar, and spelling. Ability to make decisions independently, as necessary, using the best available information at the time. Ability to be organized, responsible, and timely. Excellent customer service skills. Minimum Qualifications: Education: Bachelor's Degree Experience: 1-3 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Principal OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Principal Necessary Special Requirements: Must have the ability to work calmly and efficiently during high-stress times and with life-threatening situations. Must be able to work weekends and holidays. This is a shift work position; employees will be required to work rotating shifts and extended shifts at any time of the day or evening at the supervisor's discretion. Current employees accepting a promotional opportunity - recruitment must have been opened to the public. One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay. Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date. Employees would only be eligible for one (1) hiring bonus in a 12-month period. If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
