This position is eligible for the 10% addition to pay effective January 12, 2020.This is a non-merit position. Recruitment for this position will be handled by the Family Court of St. Louis County. Examples of DutiesAn employee in this job class and position performs work of marked difficulty in planning, developing, and coordinating services and policies aimed at assisting the Court in reducing repeated instances of domestic violence. Work is performed under the general supervision of the Domestic Violence (DV) Court Manager and requires significant independent judgment. Work involves responsibility for implementing various domestic violence projects, as well as monitoring services for participants in the programs and working with Respondents during DV Court dockets. Work is evaluated by periodic supervisory conferences, review of reports submitted, and achievement of stated goals.Implements program policies and procedures designed to assure compliance by persons ordered to attend Batterers Intervention Programs (BIP), relinquish firearms, and/or Substance Abuse Evaluation/Treatment.Provides supervision to full-time DV Court Respondent Case Manager; provides task supervision to compliance program practicum students and volunteers. Aids in compliance program development, including development of forms, policies and as needed. Receives and reviews court ordered referrals; schedules participants for orientation interviews; completes appropriate intake and program participation forms; orients and refers participant to BIP and/or related programs.Receives monthly reports from agencies about participants' attendance and participation in relevant programs; prepares reports for the Court and makes recommendations regarding how each case should proceed. Attends Court hearings in order to assist/consult with the judiciary, attorneys, victim service providers and Domestic Relations Service staff about specific cases that may be appropriate for services. Ensures Issuing Dockets are staffed with respondent services personnel to meet with Respondents to answer questions, explain orders, and provide resources.Completes required documentation for the transfer of cases to the DV Court contempt dockets for persons who fail to comply with court orders to participate in special conditions. Attends and provides coordination of services for two (2) monthly Judicial Monitoring Dockets (JMDs); attends two (2) monthly contempt dockets to provide reports on compliance and/or accept new referrals. When requested, attends settlement conferences, court hearings or client staffing to report on and discuss progress and recommendations regarding program participants.Serves as liaison with BIP staff and attends meetings with BIP providers and/or related counseling agencies; develops points of contact and promotes relationships with agencies providing mental health and/or substance abuse services and serves as the court liaison with these treatment agencies. Assists in the "auditing" of Court-approved BIP services by periodically observing BIP groups and providing feedback to programs. Assists in the development and implementation of new projects designed to assist with compliance issues and victims of domestic violence. Assists the DV Court Coordinator in the execution of the DV Court, which may include collaborating with Victim Advocates to ensure that victims receive appropriate information about services and resources that are available to them; distributes such information as necessary. Draft court documents for the Domestic Violence Court contempt dockets. Attend contempt dockets to report on to report on compliance and testify under oath when necessary.Partners with judiciary and law enforcement to develop and enhance forms and practices for firearm relinquishment. Assists in the development and implementation of program policies and procedures designed to assure compliance by persons ordered to relinquish firearms. Assists/consults with judiciary, attorneys, probation officers and Victim Advocates when firearm relinquishment orders are issued; assists the Court and Respondents with the completion of forms when orders are entered. Meets with Respondents who are ordered to relinquish firearms to explain requirements; monitor ongoing compliance to assure firearms have been properly relinquished, including working with third parties or law enforcement when necessary. Participates in firearm relinquishment compliance hearings and make recommendations to the Court on firearms compliance issues. Examples of Other Duties:Assists by serving as an ambassador of the DV Court and supporting grant requirements by presenting on the compliance program and judicial monitoring at virtual, local and national seminars and conferences (may require some travel).Participates in supervisory and informal caseconferences and staff/department meetings, exchanging ideas and evaluating strategies on specific cases.Attends appropriate community meetings/initiatives, workshops and conferences to foster professional development and enhance job skills.Performs other related duties as required. Minimum QualificationsGraduation from an accredited college or university with a Master's degree in Social Work or a related social/behavioral science (preferred), plus at least one year of professional social work experience working with victims or perpetrators of domestic violence; previous experience in working with perpetrators or victims of domestic violence preferred; or any equivalent combination of training and experience. (Note: A Master's degree in Social Work or a related social/behavioral science is preferred; a Bachelor's degree in Social Work or a related social/behavioral science is required). This position may require schedule flexibility, including the possibility of some evening work. Additional Information All applicants conditionally offered a permanent part-time, full-time, term or on-call position will be required to submit to a urinalysis to screen for illegal drug use before appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be bourne by the County.
